        South Staffordshire Group Plc and South Staffordshire Water PLC


                                 Board Changes


South Staffordshire Group Plc, the Support Services Group, announces that Andrew
Belk has been appointed as Group Finance Director. Andrew, aged 38 and a
qualified Chartered Accountant, joined the Group in July 2001 as Divisional
Commercial Director for Home Service. His responsibilities included finance,
business development, human resource and information technology and he played a
major role in the recent acquisitions of Highway and Regency.


Adrian Page, previously Group Finance Director, has resigned as a main Board
Director but will continue to have a senior responsibility for Group finance and
continue as Company Secretary of the Group and as a Director of South
Staffordshire Water PLC responsible for Finance and Regulation.


Dr. Mark Hazlewood has been appointed Finance Director for the Home Service
Division. Mark has been involved in its recent acquisitions in his capacity as
Director of Group Business Development and he assumes many of Andrew Belk's
previous responsibilities. As a consequence, he has resigned as a Director of
South Staffordshire Water PLC.

the Board decided to strengthen the central finance management team. I am
