London,

REFOCUSSED BUSINESS ACTIVITIES AND EXTRAORDINARY GENERAL MEETING
Further to the Company's announcement on 20 May 2004, the Company is progressing
its strategy aimed at securing licence agreements with prospective QuikTrak
Network operators in its territory (comprising Europe, the Middle East and the
countries of the former USSR).
To further pursue this strategy, the Company intends to continue to operate a
reduced M25 network on a non-commercial basis, including continuing to provide
tracking services to Addison Lee's fleet of 800 vehicles, which have been
connected to the network in recent months.
Pending the securing of a strategic investor to enhance its commercial
capabilities, as previously announced, the Company may seek to raise additional
equity capital. Progress has been made in securing these funds although no
commitments have yet been received. Accordingly, the directors have resolved to
call an extraordinary general meeting, to be held on 6 July 2004, whereat the
directors will seek authority to allot up to a further 100 million ordinary
shares on a non-preemptive basis.
