     RELIANCE TO ADOPT QUIKTRAK TECHNOLOGY FOR MASS MONITORING SOLUTIONS

Reliance Monitoring Services to use QuikTrak technology to monitor and locate
assets and people quickly and accurately wherever they are - in or outdoors

London, 20 February 2004 - QuikTrak Networks plc (Ticker "QTR"), the secure
tracking and data messaging network operator, today announced that Reliance
Monitoring Services, a leading provider of electronic protection and monitoring
services, has selected QuikTrak as a network technology partner for monitoring
high value assets, goods movement and people.

QuikTrak will be used in applications such as providing operational support to
remote workers functioning in sensitive or hazardous environments, through the
use of the QuikTrak Personal Transponder.  The device has a panic button which,
when activated, relays an alarm silently to the monitoring facility, displaying
the exact location of the unit.

 In addition, the unit carried by the worker has a two-way confirmed short
message capability that enables reliable and inexpensive communication.  The
monitoring service is also able to instantly identify the nearest colleague or
resource required to support the worker and can maintain a record of the
worker's total activity whilst on duty.

Another application for the same technology is monitoring the movement of
people, goods and resources, particularly in locations where satellite and
communication technologies can interfere with the core business operations such
as air traffic control at airports.

Tom Riall, Managing Director, Reliance said, "The QuikTrak technology will
enable us to take a huge step in being able to provide a complete solution to
mass transit operations, particularly when used in conjunction with our newly
developed biometric solutions.  Unlike other technologies that have to stay
within range of a base station or within line of sight of a satellite, the
QuikTrak network can accurately manage multiple subject location wherever they
are, at any time."

Chris Kyriakou, CEO of QuikTrak Networks plc commented, "For the first time in
the UK, Reliance will be able to exactly locate high value assets, goods in
transit or remote workers, from its monitoring centre, irrespective of

QuikTrak is a telecommunications business that specialises in secure, reliable
and low-cost location, real-time tracking and mobile data communications.  The

 technology is currently being trialled by companies such as a leading
     London-based courier company and utility and services organisations.

*    Security Systems - such as asset security (for example cars, motorbikes, 
     plant and equipment) and alarm systems.  In this market QuikTrak is
     currently being trialled by a number of high profile companies.


QuikTrak Revenue Model

QuikTrak earns revenue from the sale of the tracking/messaging device.  Ongoing
revenue is then secured by charging a recurring annual connection fee and for '
airtime usage.'   The business model aims to partner with service providers in
specific sectors rather than seek to sell directly into the sector.
