Pictureframe - I think you are right. The trading statement was positive, and the commitment to pay down debt is key. Capitalisation to sales ratio of approx 0.1. Getting more interesting again.

HLO has been buying quite a few small businesses which typicall sell for between 1 and 3 x annualsied gross margin. bigger businesses are going for multiples of 7-10 on post tax net profits.
pug has a dangerous amoutn of debt (downturn in social work or teachers = doom) which is ipmacting on share price. if they can get rid of one of their division snd elimiate a substantial part of debt there share price may rise disproportionatelty.

I don't think it can be Strathclyde. They announced on the 15th January that they didn't have a notifiable stake;

/

A 3% holding is 987k shares.

I think we can also rule out Quiros as a seller. I also don't think our former chairman has 1m left. The only one remaining is Baird's.

As it is over a 3% holding I presume an RNS will be produced for the seller and the buyer.

I think Strathclyde might be the seller.

As the buy and sell prices seem to have been the same, it is possible that the buyer is closely connected to Strathclyde or Gartmore.

There are by my reckoning only two shareholders with over 1m shares so presumably it is one of them selling.

NSR is another interesting comparison with PUG. It is a bigger company but has a proportionately similar level of debt to PUG but a rating well in excess.

I suspect that PUG is now more prey than predator but I don't think offers are going to be attractive enough to make them worthwhile. HLO has been buying on very low P/E's.

understand edison forecast 2006 4m ptp and 9.7p eps then 2007 4.4m ptp and 9.4p eps

if correct pug looks very cheap but share price performance remains very frustrating to date.

not sure what the catalyst is going to be here.

Public Recruitment Group PLC (the 'Group' or 'PRG'), the public sector
recruitment and services group specialising in the education, healthcare and
social work sectors, announces a pre-close trading statement ahead of its
preliminary results for the year to 31 December 2006.

The Board is pleased to report that the encouraging performance seen in the
first half of the year has continued in the second half. Organic revenue is
broadly in line with 2005 and the conversion of net fee income to operating
profit has improved during the current year.
