                      Swan Group Announces New Appointment

SWAN Group announces today that Gordon Maxwell is appointed chairman of Mid Kent
Water.

Mr Maxwell has extensive experience in the water sector, including a period as
Managing Director of Thames Water. He brings to the company a wealth of
experience in managing utilities at a senior level.

Mr Maxwell succeeds Bob Atwood, who has stepped down as Chief Executive of Swan
Group, Chairman of Mid Kent Water and director of a number of other group
companies.

Neil McDougall, Chairman of Swan Group, said: "Mid Kent Water has benefited
enormously from the guidance, support and knowledge that Bob Atwood has brought
to his work for the group. His contribution through the period of post
privatisation of Mid Kent Water to the building of the Group through the
acquisition and development of Eclipse and Inenco and the subsequent acquisition
of the Group led by WestLB has been enormous.

"We look forward to working with Gordon who brings a broad range of knowledge,
skill and experience to his new role at Mid Kent Water that will build on the
strengths of our existing management team."
