Any serious interest from a large Pharma and this will go for well over £1 imo. It is grossly undervalued with the projects they have at advanced levels. Shares go up and down with low volume as so many shares are not held in public hands. Some analyst has given a £6.50 12 month on the stock which gives an idea on potential future value. Link below:-

What Does The Institutional Ownership Tell Us About Mereo BioPharma Group?
Many institutions measure their performance against an index that approximates the local market. So they usually pay more attention to companies that are included in major indices.
Mereo BioPharma Group already has institutions on the share registry. Indeed, they own 60% of the company. This implies the analysts working for those institutions have looked at the stock and they like it. But just like anyone else, they could be wrong. It is not uncommon to see a big share price drop if two large institutional investors try to sell out of a stock at the same time. So it is worth checking the past earnings trajectory of Mereo BioPharma Group, (below). Of course, keep in mind that there are other factors to consider, too.

I agree which is why I built up a reasonable holding after seeing the advanced stages the company are at with a couple of projects a few months ago on the last spike. I topped up today after seeing the interest on the Nasdaq pre trading this morning. Should be an exciting few days as the volumes in the US indicate something has leaked. There is quite a large institutional holding which is unusual for a small cap company. I don't think they would agree to any sale unless it was at a huge premium to current market cap.

Companies that want to buy their way into the TIGIT field have a few options, including Arcus. Other companies with anti-TIGIT drugs in their pipelines include iTeos Therapeutics and Mereo BioPharma. Shares in Mereo rose 25% in early trading in London following the report of Gilead’s interest in Arcus. And iTeos is a privately held company that raised $125 million at the start of the month

the range for the last 30 minutes has been $1.35 to 1.45

The volume is allways very important, meaning there is interest in the shares at that special time and makes the share price move, usually prelude to some news.

Now it could easily be a two ways trading, just like over here.
It seems over there are doing much the same as over here, marked up and then spike down, every so often.
