                            APPOINTMENT OF DIRECTOR

HACAS  Group Plc ("HACAS" or "the Company") announces that as a result of  the
acquisition  of Chapman Hendy Associates, Peter Chapman was appointed  to  the
board as an executive director on 26 July 2000.  Peter has a total of 33 years
experience  of  local  authority,  housing  association,  and  private  sector
initiatives.   He  has  had  high  level  responsibility  for  housing  policy
formulation  and  implementation through a wide range of  public  and  private
sector agencies.  He jointly founded Chapman Hendy Associate in May 1988.

Within  the  past five years, Peter Chapman (aged 55) has been a  director  of
Chapman  Hendy  Associates Ltd and the National Tenants  Resource  Centre.  He
holds  the  following qualifications: MA(Cantab), MSc, Fellow of the Chartered
Institute of Housing, Diploma in Social Administration.
