PSB FINANCE S.A.: PUBLICATION OF AN UPDATED MTN PROGRAMME PROSPECTUS 
PSB Finance S.A. announces that the following listing particulars have been 
submitted to the Financial Services Authority for publication through the 
document viewing facility of the UK Listing Authority: 
A Base Prospectus dated 16 June 2009 for the update of a U.S.$3,000,000,000 
Medium Term Note Programme, for the Issuance of Loan Participation Notes, to be 
issued by, but with limited recourse to, PSB Finance S.A., for the purpose of 
financing loans to Open Joint-Stock Company Promsvyazbank, arranged by Citigroup 
Global Markets Limited, HSBC Bank plc and The Royal Bank of Scotland plc.
