                          BOARD CHANGES AT BARCLAYS

Chris Lendrum, chief executive Corporate Banking and John Varley, chief
executive Retail Financial Services, have been appointed executive directors
of Barclays PLC and of Barclays Bank PLC with effect from 5 June 1998.

Oliver Stocken, having served as finance director for five years, has
indicated his intention to stand down from the boards of Barclays PLC and
Barclays Bank PLC at the end of this year.  An announcement regarding his
successor will be made in due course.

Jan Peelen will retire as a non-executive director of Barclays PLC and
Barclays Bank PLC with effect from 31 August 1998.  Mr Peelen has been a
director since 1991.

Note for editors:

Chris Lendrum (age 51) joined the Group Executive Committee in September
1996.  Following the restructuring of the Group's businesses in April 1998
he was appointed chief executive Corporate Banking.  Chris was previously
managing director, Business Banking, UK Banking Services.  He joined
Barclays in 1969.

Corporate Banking is responsible for providing an integrated structure
directing the development and delivery of banking services on a relationship
basis to the Group's corporate customers world-wide.

John Varley (age 42) joined the Group Executive Committee in September 1996.
In April 1998, he became chief executive Retail Financial Services.  John
was previously chairman of Asset Management.  He joined Barclays Merchant
Bank in 1982.

Retail Financial Services is responsible for all the Group's retail
interests around the world, including UK Personal Banking, UK Small Business
Banking, Barclaycard, Barclays Offshore Services, European Retail Banking
Group, Africa and Caribbean, Barclays Private Banking, Barclays Life, Global
Mutual Funds, Barclays Stockbrokers and Barclays Property Investment.

Oliver Stocken (age 56) joined Barclays Merchant Bank in 1979 and held a
number of senior positions in BZW before joining the Board in 1993 as
Finance Director.  He is a non-executive director of MEPC plc.
