Tony Best Named To Key ARCO Latin American Post;
Keith Weiser Appointed President Of ARCO Permian

LOS ANGELES, March 27/PRNewswire/-- A.J. (Tony) Best, President of ARCO Permian
for the past five years, has been named to a new position of Senior Vice
President of Operations for ARCO Latin America, emphasizing the growing
importance of Latin American oil and gas development to ARCO's future.

Keith I. Weiser will succeed Best as President of ARCO Permian, according to an
announcement by Executive Vice President Michael E. Wiley.

Weiser, 39, currently Vice President and Regional Managing Director for ARCO
Latin America, will relocate from Caracas, Venezuela, to Midland, Texas, where
ARCO Permian is headquartered. ARCO Permian is a subsidiary of Los
Angeles-based ARCO (NYSE: ARC) with oil and gas operations in the Permian and
East Texas Basins.

In Caracas, Weiser successfully guided ARCO's efforts in building a Latin
American organization. During his tenure, ARCO significantly increased its
position in Venezuela and furthered progress toward development of the Villano
oil field in Ecuador.

In announcing Best's appointment, ARCO Latin America President Stephen R. Mut
said: "The high-quality, low-cost culture that Tony has helped establish at ARCO
Permian is consistent with the goals of ARCO Latin America. The major project
experience Tony gained through several roles at ARCO Alaska will also be useful
in leading ARCO's planned investment of $2 billlion in the region over the next
few years."

Best, 48, will be based in Caracas where his responsibilities will include
ARCO's operations in Venezuela and Ecuador and other regional oil and gas
prospects.

A graduate of Texas A&M with a BS degree in Mechanical Engineering and from the
University of Alaska with an MS in Engineering Management, Best joined ARCO in
1979 as a facility engineer. He held engineering and management positions with
ARCO Oil and Gas Company and ARCO Alaska prior to becoming President of ARCO
Permian in 1993.

Weiser joined ARCO in 1982 as a petroleum engineer in Midland after graduating
from the University of Texas-Austin. He has held management, engineering and
planning roles with ARCO International Oil and Gas Company, ARCO Oil and Gas
Company, ARCO Alaska and the Corporate staff. He served as Operations Director
at ARCO British Ltd. from 1995 to early 1997 when he became Vice President and
Regional Managing Director for ARCO's growing activities in Latin America.

Also joining ARCO Latin America as Vice President of Finance, Planning and
Control is Bart de Jong, currently Manager of Petrochemical and Gas Conversion
Applications at ARCO Global Energy Ventures.
