      A.M. Best Co. has placed the financial strength rating of A- 
      (Excellent) of Afianzadora Insurgentes, S.A. de C.V. (AISA) 
      (Mexico City, Mexico) under review with negative implications.
    
    
      This rating action is a result of The St. Paul Travelers Companies, 
      Inc.’s (St. Paul Travelers) (St. Paul, MN) [NYSE: 
      STA] decision to sell its Mexican surety 
      company, AISA, to Estrainver S.A. de C.V. (Estrainver), a closely held 
      Mexican holding company. St. Paul Travelers and Estrainver have entered 
      into a definitive sale agreement, which is subject to approval of the 
      Mexican regulatory authorities. The rating will remain under review 
      until the sale is finalized.
