The following table lists planned and unplanned production outages at U.S. refineries as reported by Dow Jones Newswires. The information is compiled from both official and unofficial refining sources and doesn't purport to be a comprehensive list.
Phillips 66 (PSX) on July 15 reported a process upset on unspecified equipment in Area C of its joint-venture refinery in Borger, Texas. Emissions lasting about four hours were routed to a safety flare, a filing to local environmental regulators said. A company representative wasn't immediately available to comment. Phillips owns 50% of the refinery and is the operator. Cenovus Energy (CVE) owns the other half of the refinery and supplies heavy crude oil to the refinery from Canada.
Production problems reported at Irving Oil's Saint John Refinery in New Brunswick, Canada, by New York Harbor-based traders and brokers. The refiner, usually a net exporter of RBOB and PBOB, has been a buyer of those products in the N.Y. Harbor spot market since July 8, sources said on July 15. Irving Oil hasn't responded to requests for comment.
Phillips 66 on July 15 said planned maintenance is under way at its Bayway Refinery in Linden, N.J. The company wouldn't comment on scope of the work or the unit, or units, involved.
Philadelphia Energy Solutions, or PES, (CG, ETP) last week shut an alkylation unit at its 330,000-barrel-a-day Philadelphia Refinery for seven to 10 days of maintenance, traders and brokers doing business with the company said on July 15. It wasn't clear whether the work had been planned.
The Korean National Oil Co.'s 115,000-barrel-a-day Come-by-Chance refinery in Newfoundland and Labrador, Canada, was forced to reduce production following a sulfur-recovery unit shutdown last week, a New York Harbor-based broker said on July 15.
Valero Energy Corp. (VLO) on July 15 said a key gasoline-making fluid catalytic cracking unit and an alkylation unit at its 135,000-barrel-a-day Los Angeles-area refinery in Wilmington, Calif., were in restart. Both units tripped offline on July 14 due to an issue with a wet gas compressor, Valero spokesman Bill Day said.
BP-Husky (BP, BP.LN, HSE.T) started planned work at the smaller of two coker units at its Toledo Refinery, located in Oregon, Ohio, on July 8, a person familiar with operations at the plant said July 10. It wasn't immediately known how long it will take to overhaul the 7,500-barrel-a-day unit. A 27,500-barrel-a-day coker unit continues to operate, the person said.
Valero Energy said the FCC at its Port Arthur, Texas, refinery will begin a shutdown July 11 so work can take place to address recent outages.
A small crude distillation unit was taken down for planned repairs at BP PLC's (BP) Whiting, Ind., refinery, a person familiar with the refinery's operation said July 11.
Motiva LLC's Port Arthur, Texas, refinery shut down one of its units due to an operational issue, a spokesman for Royal Dutch Shell Plc. (RDSA) said on July 11. The planned shutdown initiated July 10 was performed safely, spokesman Kimberly Windon said.
Valero Energy said July 10 the process of starting a newly constructed hydrocracker at its St. Charles Refinery in Norco, La., is under way. The construction of the 57,000-barrel-a-day unit, which began in the fourth quarter of 2012, was completed by the end of June. The start-up procedures will progress over the next several days.
