Teleglobe International Holdings Ltd. (NASDAQ:TLGB), a
leader in international telecom services for Internet service
providers (ISPs) and fixed and mobile network operators, today
announced an agreement with Nucleo, a GSM network operator and
provider of Personal brand mobile service in Paraguay, to deliver
international signaling service supporting roaming and SMS messaging
to over 450 destinations worldwide. The agreement involves Teleglobe's
Signaling Connection Control Part (SCCP) services for advanced
signaling for roaming, and confirms Teleglobe's strong role providing
SCCP service to mobile operators in Latin America.
Teleglobe's reliable, secure SCCP service enables Nucleo to
generate revenue through international roaming and SMS services, while
meeting its customers' expectations for excellent quality. The company
will benefit from more efficient routing of roaming traffic supported
by strong fraud prevention tools and sophisticated reporting, to
better manage its international roaming and SMS messaging business. As
the company's needs evolve, Teleglobe's innovative range of enhanced
roaming products will be there to support it. Nucleo had previously
been using Teleglobe's signaling conversion services.

Teleglobe's SCCP service is designed for ITU and ANSI GSM
operators who want to use Teleglobe's global signaling network to
transport roaming and SMS signaling traffic. It provides transport and
global title translation (GTT) based on either ITU E.164 and E.214 or
ANSI E.164 and E.212 numbering plan formats. The signaling is specific
to roamers and to subscribers sending inter-network short message
service (SMS) messages. The service can be used alone or with
Teleglobe's Wireless Global Roaming Service for ITU/ANSI signaling
conversion, allowing seamless connectivity to and from North America.
SCCP transit customers directly connect to Teleglobe's network.
