Netsmart will Implement Its New Avatar Addictions Management Product and
Upgrade to Avatar RAD 2004 


GREAT RIVER, N.Y., April 15  /PRNewswire-FirstCall/ -- Netsmart Technologies,
Inc. , a leading supplier of enterprise-wide software for health and human
services providers through its wholly owned subsidiary, Creative Socio-Medics
(CSM), today announced that CSM has been awarded an upgrade contract by the
County of Fresno's Adult Services department.  The contract includes software
license and professional services agreements to install the Avatar AM
(addictions management for methadone) software product. In addition, the
department will be upgrading to the latest Intersystems Cache database to run
Creative's Avatar RAD (rapid application development) 2004 product.

not expected to significantly increase our revenue, this contract reinforces
our belief in our program for implementing a total solution for health and
human service providers. Now the County has the full complement of the latest
Avatar suite across Mental Health, Substance Abuse, and Public Health, and will

According to Kannika Toonnachat, senior systems analyst at Fresno county: "A
few years ago, Fresno County had acquired the CSM upgrade to the Windows- based
products. These new system additions exposed the need for Fresno County to
consider a consistent approach to its data architecture to ensure a seamless
linkage of all the CSM product line." She continued: "Consequently, the
Department of Adult Services recently made a decision to upgrade the MS Access
based M4 Methadone Dispensing system to the Avatar AM."

adults within the County of Fresno. The programs within our department focus on
delivering the highest quality of service. There are over 600 professionals and
staff dedicated to providing services in both metropolitan and rural areas. The
