ICTS International N.V. and ela-soft GmbH & Co. KG Cooperate on the Development and Distribution of Products for the Homeland Se

ICTS International N.V. (NASDAQ: ICTS) is announcing
that it has entered into a cooperation agreement with ela-soft GmbH &
Co. KG ("ela-soft") to jointly develop a new generation of security
management systems for the homeland security market.
   The development will be carried out by ICTS International N.V.'s
wholly-owned subsidiaries, I-SEC Technologies B.V. and I-SEC Homeland
Security B.V. in cooperation with ela-soft.
   ela-soft will contribute its broad know-how and experience in the
design, development and implementation of advanced, flexible security
management systems, capable of interfacing with a large number of
sensors and managing numerous incidents simultaneously.
   The ICTS International N.V. Group will contribute its extensive
know-how and proven capabilities in the field of security, accumulated
over a period of more than two decades.
   ICTS International N.V. expects to start sales of the newly
developed systems in 2006.
