BALTIMORE, Sept. 12 /PRNewswire-FirstCall/ -- The Potomac Edison Company d/b/a Allegheny Power (AP), Baltimore Gas and Electric Company (BGE), Delmarva Power & Light Company (Delmarva), and Potomac Electric Power Company (Pepco) have issued Requests for Proposals (RFPs) for full-requirements, wholesale electric power supply to meet their Standard Offer Service (SOS) obligations in their Maryland service territories.
Each utility will provide market-based supply service to some or all of its electric customers who do not take service from competitive retail suppliers. The RFPs will consist of supply contracts ranging in term from quarterly to twenty-four months. The bidding for Residential contracts will occur in two procurements -- October 2007 and April 2008. Please note that Allegheny Power has filed a bid schedule for its Residential load that is still under review by the Maryland Public Service Commission. Once acted upon by the MD PSC, Allegheny Power will notify the bidders of any changes to the procurement schedule for Allegheny Power residential load as applicable. The bidding for small commercial Type I contracts will occur in three procurements -- October 2007, January 2008 and April 2008. The first two procurements scheduled for October 2007 and January 2008 are for supply services to begin June 1, 2008, and the third procurement scheduled for April 2008 is for supply services to begin October 1, 2008. The bidding for larger commercial Type II contracts will be for three-month term contracts and will occur quarterly. Further details regarding the procurement schedule, including the bid due dates for this multi-procurement process can be found in the RFP documents The four utilities will concurrently conduct their bidding processes under uniform rules and timetables. The utilities are requesting proposals totaling approximately 4,462 megawatts (MW), including:

-- 2,776 MW for BGE
-- 409 MW for Delmarva
-- 1,158 MW for Pepco
A joint-utility pre-bid conference will be held on September 26, 2007, at the Hyatt Regency Hotel in downtown Baltimore. The conference will review the general RFP structure and process, the specific utility bid plans, and the power supply contract.

As noted in Order No. 81603, issued by the Maryland Public Service Commission on September 11, 2007, "the Commission's approval of the SOS procurement process set forth in the (Procurement Improvement Process) Report is subject to the understanding that the Commission may alter the SOS procurement schedule and process to comply with its decision in Case No. 9117."
