The Director General of the Office of Water Services ("Ofwat") has today
released summaries of the Draft Business Plans of all the Water and Sewerage and
Water Only companies for the five-year period 2005/10 including that of Sutton
and East Surrey Water. The purpose of these draft plans is to inform debate.
However, there are a number of very material matters that are uncertain.



In addition to the information (section D of the Draft Business Plans) which
Ofwat has today placed in the public domain, Sutton and East Surrey Water has
placed on its website section A of its plan. Section A consists of two parts,
the Executive Summary and the Strategic Overview. Taken together these parts
explain the Company's approach to the preparation of its plan, the basis of the
proposed expenditure included in the plan, the current material uncertainties,
and its present view of how various issues should be approached.



Water companies are due to be submitting their final business plans in April
2004. Ofwat is due to announce its price determinations in November 2004.
