Finance: Government And Traders Sign Debt Settlement Agreement
Wednesday April 8, 2020 - 2:15 p.m.

A memorandum of understanding was signed on April 7 in Brazzaville, between Prime Minister Clément Mouamba and the Orion, Trafigura and Glencore groups. The Congo thus obtains a 30% discount on its debt, as well as a deferral of four months in the repayment which will start in October 2020.

The Congo has been in the program with the International Monetary Fund (IMF), since July 2019, involving the management of external debt, part of which is held by traders. Among these creditors, there is the Orion group financed by the three banks Afreximbank, UBA and BGFI, as well as two other traders Glencore and Trafigura.

For the Minister Delegate in charge of the Budget, Ludovic Ngatsé, the signing of this agreement constitutes an important step in the settlement of the debt of the Republic of Congo for the next three years.

" The document that we have just signed today follows the meeting that the head of state had a few weeks ago in Oyo with the bosses of Afreximbank, the UBA and BGFI groups, as well as that of the group Orion-oil with which we had pre-financing, "said Ludovic Ngatsé.

Indeed, in its three-year program with the IMF, the executive has committed to renegotiating the debt vis-à-vis traders, to obtain more favorable conditions to make this debt sustainable. Through this agreement, the creditors hope to support the government in the implementation of the macroeconomic reform program. The managing director of BGFI-Congo, Narcisse Obiang Ondo, spoke of the support of the local banking system.

My target Price - much derided at the time - was £ 2.00 , whichI thought was realistic then .

If you think in terms of ‘ what would I Buy with the proceeds?’, if they’re now 50% cheaper, it would bereasonable to adjust your expectations here correspondingly...

I don't see "running out of cash" as much of a risk in the big scheme of things.. (Admittedly I'm keen to see the cash levels at 2years+ at current spending) but I don't consider $ as the most immediate risk. I'm much more concerned about Congo/Nguesso/IMF or even Glencore pulling the plug. The issue we have is that our claim is dependent on Nguesso and the current Gov to honour the claim and mine convention/Licenses. We all know that can change quickly in Africa, or additional mandatory stamps being required with a new govt....
Our company worth is what's on a piece of paper, and pieces of paper don't have much value in countries like RoC. Time is a risk and so is change of political and fiscal situation of our host country. Ontop of that the value of the ore is the same if it belongs to us, or Nguesso. Thankfully Nguesso can't steal it as it's in the ground, so will somehow require someone to get it out and that won't happen if he gets too greedy to quickly (like with the Oil production he needs foreign investment to extract it and bleed it slowly for his own interests)
Raising a million or 2 in cash on AIM should be the smallest of their challenges the way I look at it. (and always has been)

Lets see... running out of time either way.

I guess we'll see in the next few days if we have this continuous selling continuing or not...
Fingers crossed that this is the last of it.

Personally I'd like to see our chairman step in with a loan to see us through the next couple of years. A bit of long term cash buffer would be well received and allow a decent recovery to the share price at least to 10-12p. (without Coidic news)

GTA5....I was reliably informed about six weeks ago Seritza had 6,014,000 shares to dispose of. I should imagine this amount has been greatly reduced by now. Good luck all holders.....Sooty

Well, assuming it's still Seritza offloading they could easily have a few million shares left to go still.

If I recall correctly they went under 3% limit about a month ago, so should have anywhere up to 9 million shares to go... hopefully around 4-5M left, or lower than that by now. Unfortunately no new notifications required from them...

Agree greenelf ZIOC will be taken out long before any ore is dig out the ground. the market cap is peanuts - an offer of 5 times the current share price would likely tempt most to simply sell. Look at Sirius Minerals - when you don’t have the funds you are forced to take what you get offered. At these levels a high risk high reward investment.
