Russian government statementOn Russia and Hungary entering into a cooperation agreement on nuclear and radiation safety with respect to the peaceful use of nuclear energyhttp://government.ru/en/dep_news/1227710 May 2014 08:00The agreement is being prepared at Hungary's initiative in view of its intention to promote cooperation with Russia on operating, upgrading and shutting down blocks 1 through 4 of the Paks Nuclear Power Station, as well as designing, building and launching two new power blocks with Russian reactors at this station.Russia's Federal Service for Supervision of Environment, Technology and Nuclear Management (Rostekhnadzor) submitted a draft directive on holding talks with the Hungarian Atomic Energy Authority in view of entering into a cooperation agreement on regulating nuclear and radiation safety with respect to the peaceful use of nuclear energy (hereinafter referred to as the "Agreement").The directive is aimed at fulfilling the objective of the Development of the Nuclear Power Industry state programme to "enhance the innovative potential of Russian nuclear technology and promote its use."The agreement is being prepared at Hungary's initiative in view of its intention to promote cooperation with Russia on operating, upgrading and shutting down blocks 1 through 4 of the Paks Nuclear Power Station, as well as designing, building and launching two new power blocks with Russian reactors at this station.In light of the lessons learned from the Fukushima Daiichi nuclear disaster in Japan, such areas as regulatory oversight of nuclear power station performance indicators, emergency preparedness and response and training of the regulatory body's staff will be factored into the Agreement.The Agreement also provides for promoting cooperation regarding safety regulations in the peaceful use of nuclear energy in various areas, including devising a regulatory framework, exchanging experience in exercising oversight and control, as well as preparing and conducting inspections.The Agreement is expected to facilitate the emergence of a national nuclear and radiation safety regulatory framework in Hungary.

Once they've frittered away the Linc money on paying themselves salaries, they'll be back to ask the market for more. They'll only get it at the cost of massive dilution to the existing shareholders. Great work if you can get it.

This pending sell-off of UCG assets for a mere AUD$4m of Linc shares is very disappointing and would represent a failure in trying to find a strategic partner, and a complete change in strategy for the company. Could they not have negotiated a shared interest, or future milestone payments from the UCG project at least? The amount of time and money spent on preparing for the development of this asset seems to have been a complete waste; they raised £5m alone to initiate a BFS back in 2012. Three of the board members will become redundant.I hope the management are able run a tight ship from here on and achieve something similar with the Uranium asset as they did at Kalahari.

Beaufort Securities BUYWildhorse Energy (LON:WHE)Yesterday, Wildhorse Energy released its quarterly report for the three months to 31st March 2014. During the period, the company signed a Heads of Agreement with Linc Energy, allowing the latter to acquire a 100% interest in its UCG assets for A$4.04m shares of Linc Energy. Wildhorse Energy's primary asset is the Mecsek Hills UCG Project where the company conducted approximately 1,164m of drilling for a current JORC Inferred resource of 184.5 million tonnes (Mt). Wildhorse Energy is now evaluation all options to interest in the Mecsek Hills Uranium Project in Hungary, which has a current JORC Inferred Resource of 48.3Mt at 0.072% U3O8 for 77 million pounds (Mlbs) of U3O8.Our view: The deal with Linc Energy, which was announced earlier during the year, is obviously a great one. We like Linc's prior experience and expertise in UCG assets and are of the opinion that it may result in a turnaround for the Mecsek Hills Project. We reiterate a Speculative Buy rating on Wildhorse Energy.

Now is the time to discuss and understand the reasons for WHE testing the bottom of its share price range rather than to speculate on the value of the future market for the Uranium worldwide. Concentrate on the problems we have at home and communicate with the company as shareholders - is it finance or grade of Uranium or politics or BoDs or what ? there must be a reason for the current share price valuation - I am a holder and we have the right to know.
