PARIS (AFX) - Alcatel said its Chinese flagship company, Alcatel Shanghai
Bell, has secured a 500 mln usd loan through the China Export Import Bank (China
Eximbank).
The loan will be used for Shanghai Bell exports and overseas investment.
Alcatel Shanghai Bell chairman Yuan Xin said "expanding our presence
overseas is a priority."
Alcatel Shanghai Bell has already moved into markets in Laos, Ghana and
Zimbabwe.
Alcatel holds 50 pct plus one share in Shanghai Bell, and Chinese
shareholders the remainder.

LONDON, June 28 (New Ratings) - Analyst Mark Davies Jones of JP Morgan maintains his "underweight" rating on Alcatel (CGE.ETR). The target price is set to €11.


In a research note published this morning, the analyst mentions that although Alcatel has indicated improving top-line trends, the company is unlikely to post impressive Q2 results. The analysts expect the company's broadband revenue growth to be sluggish during the year due to weak DSL shipment trends in the US, lower revenues per line and an unfavorable pricing environment.

Germond reveals Alcatel's vision on the converging worlds of IT, telecoms

The line dividing information technology from telecommunications is blurring, says industry captain Philippe Germond.

"The world of IT and the world of telecommunications are (converging)," says Germond, COO and president of French telecommunication equipment company Alcatel. Hardware vendors chasing orders are pressed to shift their focus to services and applications, he says, or they will lose out to hungry competitors peddling solutions.

Customers, after all, are not just buying technologies. They are purchasing solutions that will help their business grow.

"Operators are asking for the full range of services, and I believe that's the role of Alcatel - to provide a complete environment to customers," he tells Taipei reporters last week.

Citing an example, Germond says the only thing that will differentiate 3G from 2G are applications.

"It is our (job) to provide operators a piece of software that will help them develop new services," he continues.

According to Alcatel, technical advancements have converged with consumer demand to provide meaningful broadband applications consumers are both willing to pay for and stay for. What will it take for telcos to win the broadband war and secure new revenue streams? Four emerging broadband applications provide incumbent telcos with renewed prospects to retain valued customers: Video, gaming, home networking, and audio on demand.

Germond knows the business first-hand. Prior to joining Alcatel 18 months ago, he was a top executive at Vivendi Universal and head of Cegetel, as its president and chief operating officer. Germond, who assumed his Alcatel post on January 1, 2003, replaced Jean-Pierre Halbron who retired last year. The executive also spent 15 years at Hewlett-Packard.

"Making the move from a service organization to a supplier of telecommunications equipment was a very interesting one," Germond says.

"I think my contribution to Alcatel is understanding the needs of telecom operators. It's really important for a company like ourselves to first understand the needs of end-users, of mobile telephony, of fixed telephony, of broadband telephony, and even of the whole entertainment services industry."

At a presentation last week, Germond unveils Alcatel's network architecture vision. The company is focusing on user-centric broadband service delivery, he says, catering to enterprises (infrastructure and applications) and consumers, and offering solutions for universal broadband access - be it wireline, wireless or mobile.

The industry's growth drivers are broadband access, 3G, IP service routers, next-generation networks in fixed and mobile, and industry and government, he adds.

Alcatel has the goods, says Germond. The company's recognized innovation and cost leadership in fixed and mobile infrastructure gives it a solid position in the market, he boasts. Alcatel also offers the broadest portfolio of products and solutions and is fast-developing new multimedia applications and unified user-centric services, Germond says.

One of Alcatel's star products is its 5950 video-on-demand that enables broadband service providers to generate new revenue by adding video-on-demand services to their broadband service offering, providing subscribers with instant, on-demand access to high-quality video content.

According to its corporate literature, Alcatel is the world leader in broadband access technologies with a 38 percent cumulative market share and over 23 million DSL lines shipped. With this market position, Alcatel is well positioned to bring together value added solutions that offer carriers multimedia content, bringing together parties from the content provider side, the terminal and head-end side as well as the software applications side, it adds.

In mobile communications, Alcatel has grown its market share in three years time by 20 percent in GSM and GPRS, adding up to a worldwide market position by year end 2002 of 11 percent. Today, Alcatel provides mobile infrastructure solutions to one out of four GSM/GPRS operators in the world. Through its alliance with Fujitsu, Alcatel is uniquely positioned in the roll-out of 3G.

Alcatel's restructuring efforts are paying off, says Germond. In the first quarter of this year, all of its business groups are profitable, and its operating profit margin rose eight points year-on year, he says.

"Quarter after quarter, we are increasing our market share," says Germond. "We don't see any threat of a decrease in our revenues in the second half of the year. We will grow in the second half."

The company expects Asia to be its fastest-growing market in the coming years. According to Alcatel's game plan, the company will double its business in the region in the next three years. The region currently accounts for 18 percent of its global revenues, 40 percent of which were derived from its booming China operations.

"We have to recognize that the Asia-Pacific is now the largest market in the world. If you would look at the number of mobile and Internet subscribers in the region last year, you would see that 33 percent and 38 percent of the Internet and mobile subscribers in the world are in this region respectively - and it's still growing," Germond says.

To drive its business in Asia, Alcatel has forged alliances and partnerships with some of the region's telcos including Fujitsu, SK Telecom, and NTT DoCoMo. It has also entered into a strategic partnership with TCL Corporation, China's No. 2 handset vendor. The investment will make Alcatel one of the biggest handset players in the world, he says.

Alcatel and Siemens in Taiwan bid probe

Taiwan prosecutors have questioned executives of the local subsidiaries of Alcatel and Siemens in connection with a case of suspected bid rigging on public contracts.


The Taipei Prosecutor's Office is also investigating Liu Ta-fu, aide to a ruling party legislator, and two local businessmen over commissions for the awarding of a T$940m (US$28m) supply contract with the Taiwan Railway Administration to Alcatel.

Jean-Philippe Benoist, Alcatel's chief executive in Taiwan, and Leslie Lok, president of Siemens Ltd Taiwan, were questioned and arrested on Friday night together with Mr Liu and the two local businessmen. All six were released on bail, prosecutors said.

The so-called Black Gold Investigation Centre at the Taiwan High Court Prosecutors' Office, a judicial task force for chasing suspected corruption cases, had collected evidence that Mr Liu and local businessmen Wu Ding-fa and Tsai Ching-hung received payments for helping Alcatel win the contract, said the Taipei Prosecutors' Office.

It said the investigation had revealed that Alcatel paid T$70m to Mr Liu, Mr Tsai and Mr Wu. Part of the money was suspected to have been given to Mr Lok to make Siemens Ltd retreat from its bid.

Mr Liu denied having taken payments.

Alcatel was not available for comment. Siemens in Germany said it was unable to comment. Mr Lok did not respond to e-mailed questions.

PARIS (AFX) - Alcatel SA said Capgemini SA and SFR, the mobile telecom unit
of Vivendi Universal and Vodafone Group PLC, have joined its Eurely consortium,
which is bidding for the contract to operate the planned Galileo satellite
positioning system.
Finmeccanica SpA and Vinci SA's Vinci Networks are already Eurely members.
The Galileo system, a competitor to the US's global positioning system
(GPS), will be based on 30 satellites, with operations scheduled to begin in
2008.

PARIS (AFX) - Alcatel SA declined to comment on speculation it stands to win
a significant share of the up to 6 bln usd SBC Communications Inc is spending
over five years to upgrade its network.
SBC said earlier this week it plans to spend 4-6 bln usd to upgrade its
internet network for delivering digital TV and other premium services.
Analysts at Dexia Securities said in a note they estimate the company stands
to win 20-25 pct of contracts, or around 1.0-1.5 bln usd over the period.
Shares in Alcatel last traded up 0.37 eur or 3.09 pct at 12.35.

PARIS (AFX) - Alcatel said it has signed a deal to incorporate Shanghai
Media Group's (SMG's) TV and video applications with its 3G networking products.
No financial details were disclosed.
Alcatel said the partnership is the first of its kind in China between a
media group and an end-to-end 3G provider.
Under the terms of the agreement, SMG will provide Alcatel with access to 11
channels of television programming including news, entertainment, and finance.

PARIS (AFX) - Shares were slightly higher in midday trade, led by gains in
Alcatel, although sentiment remains muted ahead of the FOMC decision on interest
rates next week, dealers said.
At 12.27 pm, the CAC-40 was 27.10 points higher at 3,727.42 on volume of
1.012 bln eur.
Share prices opened higher, tracking late-session gains overnight on Wall
Street, led by Alcatel after SBC Communications, one of Alcatel's largest US
clients, announced plans to invest billions in digital TV.
But volume was modest as investors remain on the sidelines ahead of the US
interest rate decision next week.
"Investors are content to consolidate their positions ahead of the FOMC
decision next week. A rate hike of 25 basis points has already been factored
into the market and hike of 50 basis points would be a negative surprise," a
Paris dealer said.
Alcatel was the biggest gainer on the CAC-40, climbing 0.46 eur or 4.02 pct
to 11.91 eur after SBC Communications last night said it will spend up to 6 bln
usd over five years to deploy a superfast internet network that would provide
digital TV services, dealers said.
Buying spilled over into other technology stocks, with STMicroelectronics
rising 0.24 eur to 17.63 eur, Thomson up 0.12 eur at 15.74, and Capgemini rising
0.19 to 31.05 eur.
France Telecom rose 0.13 eur to 20.37 eur, showing little reaction to news
of a new 10 bln eur revolving credit line, replacing 20 bln eur in facilities
due to expire over the next two years.
Vivendi shares were up 0.16 eur to 22.11 eur after the company said it has
placed a 700 mln eur bond issue, raising the issue from an expected 500 mln
following strong demand.
Index heavyweight Total rose 0.50 eur to 160.80, recovering from yesterday's

PARIS (AFX) - Alcatel SA said it has signed a new 1.3 bln eur, 3-year
revolving syndicated credit line with 24 banks, which will replace an existing
and undrawn 1.375 bln eur facility maturing in April 2005.
"This early renewal of its revolving credit facility enables Alcatel to
benefit from attractive market conditions and to further strengthen its
financial position," the company said.
Alcatel had planned to set up a 1.0 bln eur facility, but strong demand
prompted the company to raise the credit line amount.

Alcatel, Finmeccanica Create Third-Largest Defense Company Globally

Alcatel, Paris, and Finmeccanica, Rome, signed a memorandum of understanding June 18 to merge their space activities, creating the largest firm in the European sector and the world’s third largest, after Boeing, Chicago, and Lockheed Martin, Bethesda, Md. Europe’s other large space company, EADS Astrium, would not be excluded from further consolidation, Finmeccanica and Alcatel officials said.

The new entity will be divided into two companies. A manufacturing company, Alcatel Alenia Space, will boast sales of 1.8 billion euros ($2.2 billion) and 7,200 employees, and will be approximately 67 percent controlled by Alcatel. Finmeccanica will hold a 33 percent stake.

A second, as yet unnamed satellite services company will combine Finmeccanica unit Telespazio with Alcatel Space’s operations and services activities, will have revenue of 350 million euros and 1,400 staff, and be approximately 67 percent controlled by Finmeccanica. The remaining 33 percent will be controlled by Alcatel. Alcatel chief executive Serge Tchuruk said the merged entities would be profitable.



The new manufacturing and services companies will be based in France and Italy, respectively, both overseen by a joint steering committee co-chaired by the chief executives of Finmeccanica and Alcatel. The two firms will derive two thirds of their revenue from defense agencies, and Finmeccanica chief executive Pierfrancesco Guarguaglini said that Finmeccanica and Alcatel would continue to be “points of contact” with their respective national ministries of defense.

“The rules of governance on this are very specific in order to protect national interests,” added Olivier Houssin, head of Alcatel Group’s private communications division.

Tchuruk said the new merged companies also will be “a heavyweight in the Galileo (European satellite) program,” while “the enhanced position of Alcatel Alenia Space in institutional markets will also enable Alcatel to expand its global leadership in broadband access technologies.”

Due diligence is set to be concluded by year’s end, after which further partners could be added, including EADS Astrium, said Tchuruk.

“The most powerful and natural consolidation in Europe was found to be between Finmeccanica and Alcatel,” he said. “It gives immediate rewards and is efficient, with both partners committed to making it work. But it is an open alliance and we can talk to EADS when it is ready.”

Tchuruk added: “We would, however, need to ask whether having just one player in Europe would be acceptable to the European Union.”

LONDON, June 18 (New Ratings) - Analysts at Dresdner Kleinwort Wasserstein maintain their "sell" rating on Alcatel (CGE.ETR). The target price is set to €8.

Shares of Alcatel, a leading global provider of optical fiber and communication cables, software products, media services and broadband networks, are currently trading at €11.44.

According to Dresdner Kleinwort Wasserstein's research note published this morning, the company has announced two independent joint ventures with Italy-based Finmeccanica in the satellite segment. One of these joint ventures is a manufacturing unit, in which Alcatel has a 67% stake, the analysts mention. The satellite deal between the two companies, scheduled to be completed next year, is not expected to have a material impact on sales or operating margins in the forthcoming years.

According to Dresdner Kleinwort Wasserstein, sales of the equipment and services segments are estimated at €1.8 billion and €350 million, respectively. The companies have not provided details regarding their expected merger synergies. The analysts express their concern regarding the significant capital employed in the satellite deal.

The diluted EPS estimates for 2004, 2005 and 2006 are €0.084, -€0.101 and €0.062, respectively. The P/E estimates for 2004 and 2006 are 135.6x and 186x, respectively.

ready to hold talks with European Aeronautic Defence and Space Co unit Astrium,

Alcatel Workers' Group To Meet On Space Unit Reorganization

PARIS -(Dow Jones)- The workers' council of Alcatel SA's (ALA) space unit is holding an extraordinary meeting Friday morning about the reorganization of the division, sources familiar with the company told Dow Jones Newswires late Thursday.

The Wall Street Journal reported Thursday that the Paris-based telecoms equipment maker is set to unveil an agreement with Finmeccanica SpA (FNC.MI) of Italy to merge their respective satellite activities.

The report said Finmeccanica's board was set to meet to discuss the matter Thursday.

An Alcatel spokeswoman confirmed the existence of the workers' council meeting but pointed out that its agenda doesn't make any mention of the possible combination.

supply its dense wavelength division multiplexing (DWDM) equipment to upgrade
Vodafone's mobile network capacity in Ireland.

PARIS (AFX) - Airbus Industrie, Eurocopter and Alcatel have each won major
contracts in China, announced during a ceremony at the residence of Prime
Minister Jean-Pierre Raffarin, which was also attended by China's vice-Prime
Minister Zeng Peiyan.
Airbus, a unit of the European Aeronautics, Defense and Space co and BAE
Systems, signed a deal to sell 20 A330-300 aircraft to China Eastern Airlines
for about 2 bln usd.
Airbus CEO Noel Forgeard also said that Airbus has signed a memorandum of
understanding for the sale of 10 A330 planes to another Chinese company, for
about 1 bln usd.
Eurocopter, another unit of EADS, signed a contract to assemble its EC120
helicopter in China, and also won a contract to sell 8 of the EC120s to China
for pilot training, the first part of a larger helicopter order.
"These successes are the result of the strategic will that Rainer Hertrich
and myself have expressed and which consists in developing several commercial
and industrial links with the various components of the Chinese aeronautics and
space industry," said Philippe Camus, co-chief executive of EADS.
Also at the ceremony, Alcatel Space CEO Pascale Sourisse announced the
signing of an order from China Sat for a television broadcasting satellite, to
be used as part of the 2008 Olympic Games.
The financial terms of this order were not disclosed, but industrial sources
estimated its value at around 100 mln eur.

Bouygues Picks Alcatel

PARIS -– Alcatel (Paris: CGEP.PA and NYSE: ALA) announced today that Saur, a water services company and wholly-owned subsidiary of Bouygues group, has chosen Alcatel's unified communication solutions based on an all-IP infrastructure. These solutions will enable Saur to optimize its enterprise-wide communications and enhance its employee’s productivity while reducing its costs.

The solution consists of the Alcatel OmniPCX Enterprise IP communication server and the new Alcatel OmniTouch Unified Communication software suite, which is the first unified communication application to incorporate the latest Internet technologies, including XML/SOAP, SIP, VXML and Web services. This solution will enable three innovative applications: a unified messaging application, a PC telephony application and a personal assistant.

The personal assistant application gives Saur employees a user-friendly way to manage how their calls are routed, according to their availability and the importance of the call. For example, employees can enable call screening using a Web interface or VXML voice interface, so less urgent calls can be returned at a later time. The unified messaging application enables employees to use Microsoft Outlook™ to manage all their fax, voice and e-mail messages. Messages can then be accessed from any type of terminal, including land-line telephones, GSM terminals, DECT handsets, WIFI devices, PDAs and computers, so roaming employees can respond to customer requests very quickly. The PC telephony application makes it possible to manage real-time communications from applications running on users' PCs, which ultimately delivers greater responsiveness in day-to-day business dealings.
