The mobile carrier was ordered to pay £400,000 by the Information Commissioner's Office (ICO) after the personal details of more than 150,000 customers was stolen in October 2015.
The office has the power to hand down fines of up to £500,000, says the BBC.
It is the largest fine ever imposed by the ICO, which said TalkTalk's security was so poor the attack had succeeded "with ease".
Information commissioner Elizabeth Denham said: "Yes, hacking is wrong, but that is not an excuse for companies to abdicate their security obligations."
The ICO also noted that in 16,000 cases, customer's bank details were stolen. When the attack was first disclosed, TalkTalk warned the financial information of all of its four million customers could have been taken.
The attack cost TalkTalk more than £42m, said the company in May, with this figure set to rise to more than £60m once additional spending on security is taken into account.

When will the share collapse?
This possibly could happen if there is news of a dividend cut.
The pressure might be on to do this because of mounting costs and debt.
The high dividend possibly is acting like a loyalty card through these difficult times.
Cut the dividend = cut the loyalty, the bear trap .
But firstly the share price has to be driven downward.

Somewhat relieved I took my loss last week.
At this rate it will be 150p by the end of the week!
It is clear that the market expects the divi to be cut and I don't think that is unreasonable.
I feel that there is probably value here but until Harding is fired I don't think the market is going to give them the benefit of the doubt.

High dividends an indication of problems, it's too high WJ., this company should not be seen as a cash cow, a high dividend indicates a higher risk to hold, why can that stupid cow running this company not recognise this, she cashed in options recently, what does that tell you, she is doing admittedly a difficult job, but this company is a marginal player, I bought on the assumption of corporate activity, it's a dead cert, but at what price!
