The president of the Swiss National Bank (SNB), Martin Schlegel, has warned of the huge financial uncertainties caused by recent US tariffs.

“We think that growth will slow down, but we do not foresee a recession in Switzerland,” Schlegel told the Swiss Media Forum in Lucerne on Friday.
He pointed out that the increase in customs duties could penalise Swiss products because they become more expensive in the US, but also because other countries could benefit from more advantageous conditions than Swiss exporters.
Asked about the possible introduction of negative interest rates in Switzerland, Schlegel said no instrument could be ruled out.
Nobody likes negative interest rates, including the SNB, but it is not out of the question that the institution might have to use them again, he commented. This would complicate the work of pension funds in particular, which would find it more difficult to achieve their targets, he said.
Schlegel once again dismissed US accusations of currency manipulation against Switzerland. The SNB does not intervene to gain an unfair competitive advantage for the Swiss economy, but only to fulfil its mandate of ensuring price stability, he said.
This means intervening to limit the strengthening of the franc, insisted Schlegel, who was appointed to the post just over seven months ago.
SNB officials have always maintained good dialogue with their US technical counterparts on this issue, and the Swiss position has been understood, said Schlegel. But he said that he did not know whether this view was shared by the new US president, Donald Trump.

After a 7% rally versus the dollar since the April 2 tariffs, the Swiss franc has started to falter as inflation disappoints and the SNB sends clear signals that further easing is possible.
“Swiss April CPI inflation registered a softer than expected flat y/y, while the core reading softened to 0.6% y/y from 0.9% y/y the previous month,” notes Rabobank.
That drop in inflation, combined with slowing global growth, has revived speculation the SNB could return to negative interest rates—something it had hoped to avoid after last year’s early cuts.
“There is a very strong chance that the SNB will cut rates again at its June 19 policy meeting,” says the bank.
With market-implied rates now pricing a 40 basis point cut over three months, Rabobank points to a significant policy shift: “SNB rates peaked at 1.75% in mid-2023 and were lowered 5 times between March 2024 and March 2025… surprising many SNB watchers on a couple of occasions.”
President Schlegel’s latest comments confirmed the central bank is prepared to act again. “Policymakers have not ruled out negative rates and… they will intervene in the FX market if necessary,” Rabobank adds.
This stance has already impacted the currency. “The CHF is currently the worst performing G10 currency on a 1-day view,” says Rabobank, highlighting the shift following Schlegel’s remarks.
Despite that, the franc remains the top G10 performer since the start of April. But Rabobank sees modest downside ahead: “Negative rates and trade talks should allow the CHF to soften a little on a 1-to-3-month view and we maintain a forecast of EUR/CHF 0.94 on a 3-month view.”
By contrast, the euro’s appreciation may be close to peaking. “We would not expect the current value of the EUR to be providing too many issues for policy-makers or exporters, but both will likely be concerned about the risk of further sharp gains in the value of the EUR.”

The outlook for the franc, then, rests on how sentiment evolves in global markets—and how aggressively the SNB chooses to respond.
