There is/was a limited enough pipeline of potential European lithium projects in the first place in the short, medium or long term so in the scheme of things, it is not great news should it be accurate.Out of what were 7 EU projects, question marks can be set against 3-4 or they are long term plays.I don't take pleasure in seeing the hatchets out (though if proved right, am grateful for the exposure) but hope that Portugal take the opportunity to be at the centre of European lithium production and that Savannah is at the heart of it.

Lithium – Rio Tinto warns of looming lithium gap, stating 60 Jadar mines not enough

• Rio’s $2.4bn Jadar lithium project was greenlighted in July and hopes to power 1mn EVs.
• Rio’s head of economics stated that, with 55% of light vehicles set to be EVs by 2030, 3mt of lithium will be required.
• EVs currently consume 350,000t of lithium pa.
• The company sees current committed supply and capacity expansions contributing a mere 15% of demand growth over the next 5 years.
• 85% of required demand will have to come from new projects according to the economist.
• The presentation states that ‘filling the supply gap will require over 60 Jadar projects.’
• Rio expects the Jadar mine to produce 58,000t of lithium carbonate, 160,000t of boric acid and 255,000t of sodium sulphate pa.

Galp and Savannah advance with project to build a lithium refinery in Portugal

"There is going to be a lithium refinery in Portugal. It was presented to me and we know that a project for a lithium refinery competed in the mobilizing agendas," Matos Fernandes told ECO.

There will finally be a lithium refinery in Portugal, the Government is already aware of the project and it has just been submitted to the Mobilizing Agendas/Alliances for Reindustrialization and Greens for Business Innovation that were opened within the scope of the Recovery and Resilience Program, he assured in an interview to ECO/Capital Verde, the minister of Environment and Climate Action, João Pedro Matos Fernandes.

The minister also announced that the tender for prospecting for lithium in areas already selected and subjected to environmental assessment will be launched "at the beginning of next year".

The government official did not say much more about the refinery project (location, investment, financing to be received from the PRR) but ECO/Capital Verde knows that the two main companies behind this project are Portuguese Galp and British Savannah Resources. Contacted, the two companies did not want to confirm the project application for the construction of a lithium refinery in Portugal, nor to make any statements.

There will definitely be a lithium refinery in Portugal. There isn't one in Europe yet but we know — it's not for me to disclose it — but a project was presented to me by companies (yes, the Government meets with companies, to the astonishment of many) and we know that it competed in the mobilizing agendas for the industry a project for the construction of a lithium refinery in Portugal”, said the minister in an interview to ECO/Capital Verde.

ECO/Capital Verde also knows that the work between several companies to carry out contracts and partnerships has been very intense for the project for a lithium refinery on national soil to actually go ahead.

Galp and Savannah have been working together on the lithium value chain for some time now. Although the original agreement signed between the two in January 2021 expired in June (it gave Galp 10% of the capital of the Portuguese subsidiary of Savannah that holds the concession of Mina do Barroso, for 6.4 million dollars), both maintained the “commercial discussions” relating to the exploitation of lithium in the mine.

In June, Galp CEO Andy Brown left no room for doubt. And announced on Capital Markets Day 2021 that the company is already in negotiations with a major European manufacturer of lithium batteries [Swedish Northvolt] with a view to creating the first processing unit for this mineral in all of Europe.

The official believes that this is a project — the birth of the first lithium refinery in Europe, with "a capacity of at least 25 kilotonnes" — that could accelerate rapidly, until 2025 and in the second half of the decade. By 2025, more than 10% of Galp's investment (800 million to billion euros per year) will be directed to green hydrogen and lithium.

“Portugal is very well positioned for this scenario. It has some of the best lithium reserves on the continent and Galp is already in discussions for a contract to purchase raw material from a mine [in Barroso, in Boticas] here in Portugal”, explained British Andy Brown, without ruling out the possibility of import lithium too.

Government launches lithium tender in early 2022

Coincidence or not, one of the first times that Minister Matos Fernandes uttered the words — “There is one thing I know: Portugal will have a lithium refinery” — was precisely on January 21, 2020, the date Galp announced to the country the closure of the Matosinhos Refinery.

Now, the government official says with the same certainty: "We will certainly have lithium exploration and done in a fair way". It won't be as soon as desired, he announces. “We really want to launch the tender for prospecting, but it won't be this year, because the public consultation ends on December 10th. It will be early next year.”

“Right now the public discussion is ongoing. It was extended until December 10th. Is there a willingness on the part of the mayors to rigorously discuss this project of this AAE? No, it does not exist. Because whoever asked for an extension, is now demonstrating. I can't understand how more time is wanted for public discussion, it is said that transparency is needed, but then the voice of the demonstrations will increase”, criticizes Matos Fernandes.

Earlier, the minister hopes, the extraction and production of lithium will start in the field at Savannah's Boticas mine. “We also have a strong expectation of what will be the decision of the Environmental Impact Assessment of the Barroso mine, in Boticas. So we believe that this is the one that is closest (if there is a positive DAY and I hope it will happen) to move forward as soon as possible. And then we are already talking about production and not just prospecting”, concluded the minister.

The UN meeting should conclude today, so could get some update if any case on APA not operating the EIA within the rules (that's how I read it what's happening but could be wrong)
