Not too sure it is quite like that.

However, I think you could reasonably conclude that it is the Kryg government that secretly sponsors the local gangs. OXUS gold is a good case study (Uzbekistan) and worth reading up on. Sadly the hope that Kryg was gradually moving away from large scale corruption was misplaced. When corruption is built into the culture and mindset of these people, it is very hard to change.
