ITOCHU? Ministry of Oil website today.... 2021-10-05 12:21pm With the aim of drilling for gas in the Western Desert, the Minister of Oil announces the opening of a dialogue with one of the major international companies The Minister of Oil revealed that the National Oil Company has opened a dialogue with one of the major international companies about gas exploration in the Western Desert in Anbar Governorate. Oil Minister Ihsan Abdul-Jabbar Ismail said that the ministry and the National Oil are keen to attract investments, expertise and advanced global technology to explore for hydrocarbon compositions, especially gaseous ones, and work to increase national production of "free gas" in addition to investing associated gas. Ismail indicated that the name of the company will be revealed if a clear agreement is reached that serves the common interests. The Minister of Oil confirmed that the ministry has started exploratory work with "two and three-dimensional" technology in the provinces of Anbar and Nineveh Where the seismic teams are working to conduct the required surveys, according to the latest devices and technical equipment for all the exploratory patches, where the Ministry is working to increase the number of the exploratory teams to four teams in Anbar Governorate, and to more than one seismic team in Nineveh Governorate, according to the requirements of need and work.

Also earlier on in the same IOM website statement above: The head of the National Oil Company, Ihsan Abdul-Jabbar Ismail, said, during an inspection visit to the Oil Exploration Company, that the company is studying the approval of a giant exploration project in the region or the Western Desert, which is one of the promising investment opportunities for natural gas "(free gas)."

That international company won't be Petrel but all we need are those infamous crumbs.

Also, on Sky News Arabia yesterday, the Iraqi Oil Minister (and also head of the new National Oil Company) was interviewed: Abdul-Jabbar stressed that Iraq may achieve the goals of reaching gas production capabilities to 4 billion cubic feet before 2025. He said, “We are in discussion with an international company to accelerate investments in the Western Desert, and we expect this investment to be the second most important investment after the contract signed with Total. This investment will include the production of at least one billion cubic feet of gas.”

Oh hello, what have we here then?... IOM website 30/9/21: For his part, Director General of the Oil Exploration Company Basem Muhammad Khudair said that the vision and plans of the Ministry and the National Oil Company stress the importance of conducting and completing seismic surveys in the western region and starting exploratory drilling to determine the hydrocarbon presence of gas, and the Western Desert Gas project will be a separate project for exploration activity, where it will be presenting a working paper and a completed study to the Council of Ministers on the project to obtain fundamental approvals to implement the project for the purpose of directing 2D or 3D seismic surveys and starting exploratory drilling.

There's still a long way to go but I think there's grounds for some hope. Given that several major's are leaving Iraq, that again opens up opportunities for smaller partners like PET. Hence why this point from the Interims caught my eye about the Model Contract (which would become possible if the INOC legislation got passed in parliament. - At the invitation of Iraqi Government officials in 2020, Petrel submitted a proposal to develop the Merjan oil field, in accordance with applicable laws and the Iraqi Model Contract.

Malc, elmfield is referring to an article out yesterday about Tamraz/Netoil about to close a deal for 11 exploration blocks offshore Sierra Leone. However, I don't think it is going to be anything that will involve Petrel in any way. What COULD help us though is the fact that the Iraqi PM is pushing through the INOC reforms right now as per this Mees article: Iraq’s New State Oil Firm: Up And Running Ahead Of Elections 17 Sep 2021 By: Yesar Al-Maleki The resurrection of INOC has been a long time coming. Key legislation remains in parliamentary limbo, but the oil ministry is handing over key responsibilities to the new body, seemingly gambling that the next government won’t reverse the measures. Iraq’s government has swiftly pushed through the re-establishment of the Iraq National Oil Company (INOC) in a bid to reshape management of the country’s oil sector ahead of 10 October parliamentary elections. On 25 August, INOC’s board met for the first time and approved its own bylaws. The following day it instructed Iraq’s seven existing national oil companies (NOCs) to detach from the Ministry of Oil and report to its president – Oil Minister Ihsan Ismaael. MEES understands that on 4 September another meeting was held to discuss Iraq’s five-year oil exploration and production plans, and on 14 September, financial chiefs from INOC subsidiaries met during a two-day workshop to organize accounting procedures and plan budgets for 2022.
