Think you need to read Casa investor presentation for the facts. They are targetting a 2 million oz resource and "they believe" that they will. Of the course the company believe they will.

Exploration Target statement
The potential quantity and quality of the exploration targets identified in this Presentation are conceptual in nature, and there has been insufficient exploration to date to define a mineral resource in accordance with the Australasian Code for Reporting of Mineral Resources and Ore Reserves published by the Joint Ore Reserves Committee (“JORC Code”). Furthermore, it is uncertain if further exploration at its exploration targets will result in the determination of a mineral resource.

Ortac said they wanted to up the pace at Casa. Casa shareholders might be unable to stump up their share of funds so it's sensible they cede their shares.
This is a RTO in all but name and should lead to huge rerating

So OTC currently has 148 million shares in issue and will be issuing another 100 million to purchase CASA. Althouh this time they are actually purchasing something not just raising cash to pay the wages. But now they will be liable for the cost of all future drilling, running costs and the wages of all new directors/employees. There will still be a few years of continued fund raising. I can't see OTC ever going into production, they haven't got the expertise or cash. This is an investment that they hope to sell on once the gold resource has been proven up.

I say this as someone that invested nearly £25k here and now worth £347 = 97% down. So keeping feet on ground is a good idea.
