Today they launched a new approach to financing their debt by issuing preference shares with a coupon of 4.75% - rather less than the dividend and rather more than they are able to borrow money at - BUT they hope that over the medium term it will be cheaper than debt and of course will be cheaper than equity as the dividends gradually rise by RPI. see Seems to me to be a clever move - they are all to go to one investor so don't suppose they will be listed.
