...indeed King. In fact, I reckons there are a few now taking positions, with the placing one avenue and the subsequent PI sells following the placing another. Both of these can allow for sizeable positions to be built up before it goes proper pop very shortly. That placing wasn't simply about ensuring we had funds all the way to Sept 2019...if you catch my drift :D

Think the market generally is still coming to terms with the fact this project is happening. Both of the interested parties seem as if they thoroughly intent on closing out the deal. Everything we have seen so far points to a deal happening, with incremental milestones all lined in the near term. Guess about click into place in a big way!

"CMEC is also in final negotiations to develop and take a stake in another coal-fired power plant in Mozambique, this time in the northwest of the country. Last November Ncondezi Energy Ltd, which is listed on the AIM segment for smaller faster growing companies at the London Stock Exchange, announced that it had signed a non-binding offer with CMEC and General Electric South Africa Ltd. The agreement was signed at a ceremony in Beijing. Under the agreement, CMEC and General Electric are expected to acquire 60% of the power plant and lead the project financing. Financial close is expected in Q4 2018. The companies are currently conducting final negotiations for a binding joint development agreement, as well as engineering, procurement and construction (EPC) and operations and maintenance (O&M) contracts for the development, construction and operation of the 300 MW integrated coal power and open pit mine project in Tete province. Negotiations will be exclusive until April 30 2018. As well as EPC for the plant, the two companies will build a transmission line to connect the plant to the grid, which will be transferred to Electricidade de Moçambique on completion. Ncondezi currently owns 100% of the Ncondezi Project. The company is developing an integrated thermal coal mine and power plant in phases of 300 MW, which could eventually grow to up to 1,800 MW. China is also heavily involved in road, rail and bridge projects in Mozambique. A US$2.4 billion railway line between Moatize and Macuse will be built by a consortium comprising Portugal's Mota-Engil construction group and the China Complete Engineering Corporation, a subsidiary of the China Machinery Engineering Corporation group. And the Maputo-Catembe bridge is scheduled to open on June 25, the date of Mozambique's independence in 1975. This bridge has been built by China Road and Bridge Corporation at a cost of around US$700 million, with the help of a loan from China Eximbank. Maputo is in the far south of Mozambique. The bridge will be the largest suspension bridge in Africa, and a set of connecting roads will improve connectivity with South Africa."

Ncondezi's Non-Executive Chairman, Michael Haworth, commented: "Although still at an early stage, the preliminary results from the updated EPC and O&M information in the FM are positive and allude to the potential for delivery of a more competitive tariff to the Mozambican Government and EDM for approval. This also represents a significant milestone in the Project development process as the Company did not reach this stage of development with its previous potential partner. The next phase of the partner process is to finalise the FM by the end of May 2018, confirming a new tariff envelope which can be submitted to MIREME and EDM during June 2018. Should support be received for the new tariff envelope, the Company believes it will be well positioned to close out the JDA process and progress the Project to Financial Close."

They have to get project economics right in order to get a tariff that is both affordable for Mozambique?s Joe Public and that also provides returns for first world investment They are doing everything they can to make sure they get it right and they are seemingly on target ? and are excited about it ? putting NCCL-GE-CMEC to present the most cast iron case. Indeed, NCCL are probably providing GE-CMEC with significant guidance (you can tell when they say in an RNS they are waiting for more information form partners) 2. I am surprised that we have heard so early on the matter of the calculation of the Tariff and am extremely pleased to say the least 3. 60% equity minimum 4. Revenues streams of between $250million and $300million (reiterated, so great to get what is effectively confirmation of expected annual review) 5. They are further ahead than was ever achieved with previous partners. 6. ?We?re hoping to have the financial model signed off in May? ? more important new THIS month! 7. Finally, this is a very competitive project, and will be difficult to turn down In fact, impossible to turn down as the money required to make it happen just doesn?t happen that easy ? and then combine that with a competitive affordable tariff!

Agree though they said they had cash until August their partners could have them over a barrel at the negotiating table if they were running on fumes, now fully funded with only c5% dilution and Hanno again reiterated the improved economics plus that the partners wanted AT LEAST 60% of the project. Woefully undervalued, should be trading in the double figures.

Given the reluctance to do placings in the past it is a little surprising - but I think they have learnt from previous experiences...going into JDA completion with 1 month of cash would automatically put them on the backfoot and wise to sort out the house before Sign of a company that has learnt from previous failure and has the ability and determination to keep swinging...Rather than looking at dilution/discount etc see a smarter operation that actually is looking more and more like they might actually get the rabbit out of the hat...
