Italian energy company ENI will pay Mozambique's government $350 million in capital gains tax after selling part of its stake in a gas field to Exxon Mobil, it was revealed late on Tuesday.

The sale concerns Area 4 of the Rovuma basin gas field, the southern African country’s Tax Authority (AT) announced.

Tuesday's agreement was sealed in Mozambique’s capital Maputo after four hours of talks between the Italian oil giant and the government.

The amount represents 32 percent of part of the $2.8 billion deal between ENI and Exxon Mobil for a 25 percent stake in Mozambique's offshore gas field which holds an estimated 85 trillion cubic feet of the fuel.

AT spokesman Anibal Balango said: "This is the amount we agreed after … hard talks. As you may know, according the mining and petroleum law we have to charge for all business stakes on assets in the country by foreign companies in particular."

According to the AT, the talks are now following the final procedure and are expected to end "as soon as possible".

Mozambique’s Area 4 gas field is shared by local company ENH, Korea Gas Corp. and Galp Energia, with 10 percent stakes each, while ENI and Exon Mobile hold 35 percent each.

The capital gains tax to be paid by ENI is seen as a relief for Mozambique's budget which has been severely affected by donors’ decision to halt foreign aid.

As Mozambique has no sovereign fund for extraordinary income, the tax will be immediately used to fund current deficits in the national budget, which had risen to 11 percent of GDP.

Very nice to see that out of 5 power projects AFC decided to invest in, NCCL is one of them.

Going through that document AFC seems quite committed to develop energy projects throughout Africa, invested $270m themselves and 'mobilised' third parties for another $1.2bn. It certainly isn't a mickey mouse outfit.

v interesting read - we are on p.11 i think. also - v interesting to see breadth and depth of their partners. great for the future and expansion of the plant - or buying some of our equity if we choose that path. ultimately i think AFC are there to buy us out at the right point in time.

So you agree, some re-financing is required. Ideally it will be SEP concluding the JDA. Failing that by the end of Q1, it will need to come from somewhere else. What and how are open questions? Some substantial debt comes due ~mid-May. How about a 3rd open offer (potentially avoids dilution)? Could they (at this late stage) get one away?...

I understand you want to draw the comparisons you want, but at least be consistent. Re cash, yes they need to do something, but let's be honest they are hardly serial diluters are they?

Well, if you are referring to (5) Brexit I agree. There has been loads of new inward investment since the referendum. If you are referring to Mozambique (no doubt you are!), hmmmm... not so sure. Vale's business operations date from long before the debt crisis. Obtala is a mickey-mouse AIM company, quite unlike SEP.

The debt crisis blew up ~March 2016. NCCL's deadlines since signing the JDA, have all been missed during that post 'debt' period. Is that a coincidence? SEP is in reality, a Chinese state controlled company and China is a member of the IMF. There is also the so called 'Paris Club' (foreign Government debt) and last time I checked, the Moz Gov had still not approached the 'Paris Club' over the debt situation.

I can't say with certainty, but my guess would be nothing happens with SEP before Kroll deliver their report at the end of this month. In which case there would seem to be a need for some new NCCL financing...

Katy - it's not stopping inwards investment though is it? See Obtala's prior quarterlies as just one example, or indeed the huge work Vale is and has undertaken in building out the infrastructure around its coal operations.

I appreciate a bearish view for contrast but a bear that can't acknowledge the bullish view is blinkered. Shareholder loans are financing this not bucket shop placings.

I agree that this is the quarter where money could get tight and interesting, but as you well know, accounts wont be signed off until May/June time.

By that time, we will all probably know if its rags or riches :)

By the bye, company year end was 31 December 2016. There is an auditor out there somewhere being asked to sign the company accounts off, as a 'going concern'...

From RNS 2016-12-16 - "The Company is monitoring cash requirements and taking steps to preserve cash. Existing cash and facilities are expected to cover costs until the end of Q1 2017. The Company will continue to provide further updates to shareholders as appropriate..."

OK... so there should be a 'financing' statement
made within the next week or 2 right?...
