Buyers turned up the temperature at Kelda amid hot gossip that the water company is putting the finishing touches to new restructuring proposals, which should be announced with interim figures on 5 December. The shares surged to 368p before closing 6p better at 360p. Last year Kelda was forced to shelve innovative proposals to create a mutual company to buy its Yorkshire Water subsidiary at a price close to its asset value of £2.4bn. It would have involved a potential £1bn payback for shareholders of about 275p a share. But OFWAT regulator Sir Ian Byatt's swansong was to block the proposals on the basis that they failed to benefit customers sufficiently. A lot of water has flowed under the bridge since then. Phillip Fletcher, the new regulator, has approved the acquisition of Welsh Water by Glas Cymru, a vehicle funded solely by bondholders. That has renewed hopes that Kelda will succeed this time. Analysts believe a restructuring of its regulated water and sewerage business could result in a release of equity capital of up to £1.4bn, and potential for a special dividend of up to 360p a share.
