There is no punishment for not issuing a TR1. So many companies that are using death spiral finance use the lax rules to their advantage. This company has already given the excuse that they don't know who holds what.

I heard this they are dumping for long time and if they were then 70m would have got dumped in few days . So if some one hold over 3% then they have to issue tr1 but if they reduced to less then 3% then they don't have to inform market
