I'd love to think it's joined up as that but more likely whoever is in charge of that payment either embezzled the money or just straight-up forgot.
The more I read about the ICG the more it becomes apparent that it is NOT a coherent organisation like we understand government to be (or should be) and instead a group of independently-acting sub-organisations each with their own goals and ways of working. Hence the inability to get seemingly simple things across the line without some sort of direct involvement from Al Sudani. |

There's certainly no love lost between Turkey and Baghdad.
Come September the 50 yearTurkey-Kurdistan export agreement that Erdogan and Nechirvan Barzani signed in 2014 will be reactivated and if Baghdad want to use the pipeline under a renegotiated ITP agreement they're going to have to start cooperating, the way they're performing they'll end up being sidelined. If they don't stop threatening Erdogan with more legal hassle and keep on insisting that he pays those old fines he'll just cut them out and deal with the Kurds.

A statement from a journalist trying to generate a story, he then goes on to say (correctly this time) that it's the ICG who are in a weak position in the current negotiations because the Kirkuk-Ceyhan pipeline goes through Kurdish territory.
Even if reactivating that pipeline was politically and financially viable, as Nest says it will take years and with the ITP agreement lapsing in September and with Turkey and the Kurds having a 50 year export agreement it's hard to see how reactivating the old Kirkuk-Baniyas pipeline years from now could weaken the KRG's leverage in the current negotiations.

Iraqi lawmaker Sabah Subhi Haider a member of the parliament's oil and gas committee, told The New Region the revival of the Kirkuk-Baniyas pipeline would take years to complete, require extensive repairs and come with an $8 billion price tag, adding that it should not be considered as a substitute for the Kirkuk-Ceyhan route at this time.
"This pipeline is destroyed and needs rehabilitation and many radical repairs, so it is not easy to talk about this pipeline except after years and spending billions on it."
He explained that "the adoption of the Kirkuk-Baniyas pipeline will not be an alternative to the Kirkuk-Ceyhan pipeline as the Kirkuk-Ceyhan pipeline is one of the strategic pipelines that the region needs in general and that Iraq needs to increase exports, and things are going on in this framework."
Experts remain skeptical about the Kirkuk-Baniyas pipeline's viability. Energy analyst Mohammed Hawrami said regional and political challenges have historically stalled large-scale projects like this. Despite the great importance of the Kirkuk-Baniyas pipeline as an outlet for Iraq to the Mediterranean, major regional interests do not favor its activation. |
