The solution is there, all Baghdad has to do is to negotiate and agree terms, and job done.

They already know that Erdogan has tied the water to the pipeline issue, they just have to want to do it.

"The pressure was palpable during Sudani’s (Jan 2024) meeting with national security advisor Jake Sullivan on the sidelines of the World Economic Forum in Davos, according to two of the sources. One of the sources speaking on condition of anonymity told Al-Monitor, “Sullivan told Sudani his (Washington) visit should be in a good context, one in which progress was seen in the relationship with Erbil.”

In fact, IOC costs in Kurdistan are no higher than costs in federal Iraq, particularly when comparing similar fields with same exploration and discovery costs. The really low costs that Baghdad likes to highlight are from fields which have operated for over 70 years. In fact some fields in federal Iraq have higher costs than Kurdistan, which an international audit would quickly reveal."
