Iraq's Minister of Oil, Ihsan Abdul-Jabbar Ismail, on Monday expressed optimism following talks with a delegation from the Kurdistan Regional Government (KRG) on the administration of Kurdistan's oil and gas wealth, and the Region's Minister of State for Negotiation Affairs with the Federal Government, Khalid Shwani, called for legislating of the oil and gas law.

Speaking in a press conference earlier today, Ismail said, "we discussed a joint mechanism to run the oil and gas industry with the delegation of the KRG."

Our purpose in the Ministry is to maximize the state's income in order to secure the salaries and lay the foundations of development," he continued, "the KRG delegation evinced an understanding for those necessities the Ministry accounts for"

"Today's talks were quite positive from the Region's...we expect the real work to kick off as soon as we got answers from the decision makers in Erbil," he concluded.

"KRG is seeking to address the dispute radically via the constitution in order to achieve the utmost interest of the Iraqis and distribute the income fairly between Kurdistan and Iraq."

"We have laid down what can be a foundation for a future roadmap to address the oil dispute, comprehensively and radically," he said, "the optimal solution is to legislate the oil and gas law."

"The Law shall be enacted soon. What we discussed today can serve as a nucleus for the oil and gas bill," he continued, "the talks a good start."

So the deputy speaker of the Iraqi parliament has confirmed what we knew all along which is that the constitution does not allow the ICG to manage the Kurdish O&G sector without the approval of the Kurds.

And because the constitution allows the Kurds to exclude the ICG it also gives the Kurds the right to manage it themselves.

Which is what they've been doing.

And that's what I and others have been telling you since day one Sarah.

A huge step forward and it looks like we're getting somewhere.

The second deputy speaker of the Iraqi parliament, Shakhawan Abdullah, said on Monday (April 11) the Iraqi government knows it cannot manager the oil sector alone without coordinating with the Kurdistan Regional Government (KRG).

Abdullah said a delegation from the KRG met with a delegation from the federal government on Monday for talks on the country’s oil and gas law and the federal supreme court’s ruling in February on the Region’s independent oil sales.

The meeting between the delegations is the first in a series of meetings that will be held to discuss "practical procedures” following the federal court’s ruling on the "unconstitutionality” of the Kurdistan Region’s energy sector, according to the Iraqi Oil Ministry’s website.

Abdullah said both delegations wanted to meet with parliament as well but were unable to do so on Monday.

The deputy speaker stated the Iraqi constitution does not allow the government to manage an area’s oil sector without the approval of the locals and the delegations are meeting to resolve the issue.

Oil price

The Friday rally was as the punters believed that Russian exports were 3m b/d, now we all know that is a fairy story and with Strategic reserves being sold as is Russian oil and gas to the EU supply is actually right. CNBC today reported that three tankers full of Russian crude were headed for landing in the US.

With China still locked down demand is eased and with India buying the slack off Russia the oil price will continue to drift, this morning it is another 3 bucks off.

And worth digging out the article in yesterday’s Sunday Telegraph by Ineos Chairman Sir Jim Ratcliffe who explains why he will fund a test fraccing site…

Takeover buyers/associates continue to suppress the share price to keep retail disinterested whilst they grind out as much ultra cheap stock as they can pre very obvious Takeover.

Is nestofBS saying the company are telling lies about all the CPR's? Why would they do that? More reserves more value more troughing. So e-mail the company and ask.

Is Mr Smith wanting ERC dropped from producing the CPR's because they're "hiding" barrels? So E-mail the company and ask why the numbers are what they state.

Or is it you don't want the explanations from those that you only desperately believe:-)

I think you clowns ought to consider why in the past ten years none of the massively overstated Kozel barrels haven't been discovered which is why the CPR's state what they do. Additionaly some thought ought to be given to where the hosts 45b barrels are when absolutely no one has discovered them but many companies have been forced to revise downwards their initial estimates or have gone bust.
