listened to the Gunner interview - obviously he didn't make a decision but he did frame the decision around showing NT voters that decisions are made in a rational considered way - and he also said that the scientific report basically indicted that fracking was ok. Importantly he also said that the Federal government could come in and overule them if they voted to ban fracking.

Definitely hotting up now and well worth the wait, from the interviews overnight one suspects news within 12 trading sessions at the most, the journalists are vurtually tearing the interviewees to bits asking for a decision. One huge parade of political egos at the moment. Very nice report though from Justice Pepper, and good to see it so well received by Origin and FOG.

As has been reported Fracking will directly bring in A$40bln over the next 25 years to the NT Government through taxes on the Fracking companies and 6,000, many highly paid people will be employed, spending their salaries in the NT and paying GST on goods and services they buy.

The Northern Territory's share of the GST will drop by $136 million in the next financial year — which has the NT Government calling for help and the federal Treasurer noting his "concerns".

Key Points
The NT's GST share will be $136m less in the 2018-2019 financial year, compared to the previous year
The reduction cannot be offset through increased revenue measures or spending cuts, the NT Treasurer says
The Federal Treasurer is also concerned and will continue discussions with the NT Government
All other Australian jurisdictions apart from Queensland will see an increase in their GST payments in the 2018-2019 financial year compared with the previous financial year.

Federal Treasurer Scott Morrison said even though Territorians received a higher proportion of GST per capita, the drop would have "a very significant impact on the budget".

Discussions had already been held between the two tiers of government about the issue, including the NT's upcoming decision about whether to allow hydraulic fracturing.

"I've already had discussions with the NT Treasurer about my concerns about that outcome and we will be holding further discussions with the Northern Territory about the particular challenges," Mr Morrison said.

"They have some significant decisions to make in relation to resources and gas in the Northern Territory, as well as other revenue issues, and we'll continue to have I think very positive and good faith discussions with the Northern Territory."

Treasurer calls for federal aid
NT Treasurer Nicole Manison said the "deep and devastating blow" to the Territory's budget equated to a drop of $300 million compared with projections in the NT Treasury's mid-year report, and a drop of $1.4 billion compared with those projections over the next four years.

She also pointed out it was the second year the NT had been dealt a "serious blow" by the GST distribution.

In the 2017-2018 financial year $269 million was cut from the NT's share of the GST, compared to the previous year, equating to $2 billion over four years compared with the NT Treasury forecasts.

"We cannot sustain a GST cut of this magnitude," Ms Manison said.

"We know we have the biggest challenges in this nation when it comes to remote deficits, particularly when it comes to social disadvantage."

She said the cuts could not be offset through increased revenue measures or spending cuts.

"To cover these Australian Government cuts we would have to close every Territory school and sack every staff member working there," she said.

"Or we would have to close every hospital and sack every staff member there. Obviously we won't do that."

Ms Manison said she believed the Federal Government should "come to the aid" of the NT by supporting critical services and infrastructure.

She said the NT Government was doing all it could to raise revenue, but it was difficult due to the small population base.

"I'm not asking for a change in how the GST is distributed, but what we are asking for is that the Federal Government recognises that there are some serious issues in the Northern Territory there with funding," she said.

"And as these occur they must come to the aid of the Northern Territory because we are doing everything we can, to do what we can, to raise our own revenue."

"But it's very limited when you've got 250,000 people and 50 per cent of your income comes in from the GST."

She acknowledged Mr Morrison's concerns and said the NT Government was ready for further discussions on the matter.

I am rather surprised how the various States in Australia are anti-fracking when they allow these huge open cast coal mines, the coal dust from these mines gets everywhere and is very polluting and use a huge amount of water which is a very valuable resource in the often dry areas that these coal mines operate in.
