That's not how I read it.
They have the money and have agreed that that amount of the settlement is to be paid no later than next year, and can be used if needed by cine in the meantime.
No big deal really.

This is not new news in terms of the requirement. It is new news in that CINE cannot pay the whole lump as it should hence the escrow of and delay to the $92m payment. Very generous from the recipients, but it looks like they are getting generous interest for that as the total is now $262m rather than the estimated $253m.

and a move to start to get the debt paid down.
