If something was happening on Kumtor there should be a medal for keeping the lid on it tighter than anything MI6 or the Pentagon could manage.

There's nothing in any of the Kyrgyz sources I'm monitoring, beyond the unrelated bits I've been sharing here. (As far as I'm aware).

Some news on any front would be good - we know there's plenty of it a-coming...

If Chaarat had the mechanisms to unlock the Kumptor proposal they could surely have delivered more than nothing by now so I think its a dead duck . Lets hope their other aspirations quickly prove more fruitful or there may not be much to celebrate

The collective work agreement for Kumtor staff is coming to an end December 31st and a new two year deal needs to be agreed.

If Centerra were really exiting the project then I guess they wouldn't bother getting too seriously bogged down into this....

Employees of Kumtor Gold Company are negotiating the renewal of a valid collective agreement. About this Tazabek told the chairman of the Central Committee of the Mining and Metallurgical Trade Union of Kyrgyzstan Eldar Tajibaev.

According to him, this year, December 31, the collective agreement is no longer valid. “4 months before the termination of the contract, the parties must begin negotiations. That is, in September, these negotiations began to conclude a new treaty for the next 2 years. One of the requirements of the team is to increase the wages of employees by 50%, ”he said.

I actually do believe that all of the appointments made have been on their merits and certainly some of them come across as pretty nice guys as well (and don't have obvious contacts to suggest otherwise). That does not, however, mean that they are not in the pockets of our glorious leader. The key players involved here are very much plugged into a particular scene. You either accept that and ride the waves or run. If we begin to see people like Robert Benbow and Dusty Nicol leaving then that would be a big influence on my investment decision. If it is still on AIM at that point of course!

Surprised the recent loan notes conversions didn't result in a holding RNS. I'd quite like to see some new institutions join the major shareholder list following the phase 2 investment round, ideally not Russian ones. As Chaarat will need at least another $100m next year to continue Tulkubash it would be reassuring to see bona fide "big names" rather than e.g. anonymous offshore investment vehicles.

JC, do you think the new director was really just added for his M&A experience and "independence" or do you think he was brought in as a pre-requisite by a big Russian fish looking to invest?

Could be of course that Mr. M and Volynets are just stuffing the board with "friendlies" to avoid a repeat of the Brunswick Rail debacle and that that is all there is to it.

Richard Rae is the only independent director left from Dekel's time. So if he would be going that could be a red flag of sorts. All the other directors are appointees of Mr. M. I'd get pretty worried about e.g. governance issues.

Yes, Altyn is majority controlled by 'one of the big "families"' as you so aptly describe them. So the Chaarat board should get on famously with them!

I would be surprised if they managed the full 30,000m given where they were up to recently but they have a fair number of rigs going at it now so who knows? If they do you can expect another shift up in the Tulkubash resource but not for a while as it is anticipated to be produced in Q1 2019.

According to the 14-day weather forecast there is no frost throughout the period in Bishek. And today it's 25°C there. Could be quite different where Chaarat is of course, but drilling may be continuing a wee bit longer as it seems a fairly mild October, so perhaps the 30,000m can be achieved this year after all.

Isn't Altyn owned by a guy from one of the big "families"? I'm not sure they do cooperation and partnership very well. But I suppose our Chairman and CEO are well used to dealing with these people.

(After the debacle with Tethys Petroleum I told myself to avoid the country. Too many local chieftains and oligarchs putting thumbs on the scales of justice etc. The asubayevs were involved in that too at some point (inevitably) and maybe still are via anonymous companies).

I would be surprised if they were looking to offload Pioneer and I doubt that they would get $330m given the way the price of gold has been going of late (and I am still seeing predictions of lower lows in gold leading to sub-$1000/oz). But I think that it has a great deal to offer in a rising gold price environment given a relatively high cash cost/AISC.

If CGH really are in a position to fund operations then Altyn would be a great place to look. It's been chronically underfunded and seems to be struggling to raise any kind of finance with the major shareholder clearly unwilling to put much more in. But it has a large asset (5m oz resource/2m oz reserve) plus a good exploration asset 'next door'. I think with $30-40m pumped in that this could be an excellent producer. It certainly needs someone to come in as at the moment it is limping along at £20m EV.

Assuming Kumtor doesn't happen for us then I suppose the shareprice upon coming out of suspension could depend on:

1. How the deal for the first M&A is judged: does it give credence to the company's strategy and give credibility to the CEO, was it bought at a good price, did they overpay, do analysts expect the asset will require some work to optimise and get AISC in shape (I.e. it may not actually help with cash flow towards the rest of the company for the foreseeable)

2. Does the forthcoming updated Tulkubash resource statement confirm a solid economical case or will some doubt remain until further drilling is completed

3. How near to their "up to $100m" fundraise do they get? E.g. if they only achieve $50m I suppose it could be seen as a failure and jeopardise the construction phase of the Tulkubash project?

Agree. The acquisition was always unlikely and gets more so by the day. The Kyrgyzstan government will consider it too much of a risk to shift ownership I believe.

Well, it's October now and although Kumtor was discussed in the Kyrgyz parliament (part of budget/GDP etc) it doesn't appear to have been discussed at all with regards to the Centerra impasse on the Strategic Agreement.

Meanwhile, southern Kyrgyz region politicians are openly criticizing the president for his lack of action on a range of topics. (Kyrgyzstan is still quite tribal with the southern tribes seen as the more powerful)

Looks like Kyrgyz politics are in a bit of a rut and the promise brought by the new administration has so far mainly resulted in the prosecution of previous regime figureheads and little else.

I really cannot see the current administration doing anything as bold as joining Chaarat in the buyout of Kumtor.

My prognosis: more kicking the can down the road. Chaarat will have to announce they are no longer actively pursuing Kumtor.

Pabs, Chaarat can not unilaterally submit the AIM document as it would need to have sufficiently detailed info on the deal so that shareholders can make informed decisions e.g. placing price, total agreed deal value etc and so that orderly trading can resume i.e. not chaotic and speculative due to substantial uncertainty.

So, either their is a deal or there is not. If no deal then no AIM document.

In order to resume trading there needs to be a firm deal, firm enough to have detailed info on what has been agreed, or if there is no deal it needs to be unequivocally stated that there isn't.

They can't leave the door to a deal ajar. It is either shut or wide open. Anything else would be against the rules.

Oli - if the Krygyz government wanted to get rid of Centerra they surely could get this deal through with their massive shareholding and influence over matters on their own soil. If they don't want to, it's a non-starter but I don't think they've made their mind up yet. If they can't reach agreement with Centerra on the environmental problems, it's still game on.

We need to get an Aim admission doc out there before 24th October to avoid Aim expulsion however temporary (but costly I fear), so I reckon we will pull this new acquisition off and publish a re-admission document just on that. Whether we can keep the other offer 'open' I'm not sure, but we'll revisit it later if it looks a possibility.

Casual one could go as far to suggest that the suspension of shares has helped the company over the last 6 months, the Kumptor offer is a win win no matter what happens. If you were sceptical one could view the kumptor ‘offer’ genius based on the fact it would never be accepted.
