DTEK and Cadogan Petroleum are arguing for a gas bush worth over UAH 3 billion

The transition to DTEK's Rinat Akhmetov's control over the Zinkovsky gas field, which is considered one of the most promising natural gas fields in Ukraine, is postponed. The British oil and gas company Cadogan Petroleum, the main beneficiary of which is Italian Alessandro Benedetti, has made claims to a large part of the subsoil included in this site.

Back in July, Ukrainian “daughter̶1; of Cadogan Petroleum - LLC “Astrogas̶1; - filed a lawsuit with the District Administrative Court of Kiev demanding to declare illegal the actions of the State Service of Geology and Subsoil of Ukraine, which returned to “Astrogas̶1; an application for a special permit for the use of the Pirkovskaya Oil and Gas Condensate in the Poltava region, and oblige the State Commissioner to grant the company a specified license.

The plaintiff alleges that in October 2007, "Astrogas" received a special permit to use the bowels of Pirkovskaya Square with an eight-year term. The company conducted a geological survey, including the exploration and development of the field, which resulted in the testing of oil and gas reserves on it.

As a result, Astrogaz believes that they have obtained the right to obtain a new special permit for subsoil use under a simplified procedure (without auction). To this end, Astrogas filed an application with the State Geology and Mines Service of Ukraine in October 2018, but the State Geogadar returned it to the applicant a few months later without satisfaction.

"This result of consideration of the application the society (" Astrogas ") considers unlawful, in connection with which he challenged the actions and inaction of the State Geogadar in the District Administrative Court of Kiev", - the court decision reads.

In the middle of August, a third party emerged in this process, which is still in its infancy, which is likely to play a crucial role in the dispute. The court involved in the dispute "Astrogas" with the State Gazetteer the Kiev company "Oil and gas exploitation".

According to a representative of NeftegazExploitation LLC, after signing and state registration of the agreement, the company as an investor will be granted a special permit for the use of mineral resources for the purpose of geological exploration with the further extraction of hydrocarbons and for the execution of works stipulated by the agreement on the distribution of products,

Square Pirkovskaya area is about 72 square meters. km, and it is a relatively small part of the Zinkivskyi area of ​​571.4 square meters. km. The latter became the prey of Rinat Akhmetov in July this year, when the Interdepartmental Commission on Organization and Conclusion of Production Sharing Agreements recognized NeftegazExploitation LLC and Oil & Gas Overseas Trading BV (both companies included in DTEK) as winners of an investor selection competition for Zinkov plots.

Gas resources in it are estimated no less than 3.8 billion cubic meters, of which about 15% falls on Pirkovskaya area. In monetary terms, the “gas of stumbling” is estimated at more than 3 billion UAH, and simply neither side wants to waste this resource. Therefore, fighting in the littered Cadogan Petroleum dispute promises to be hot, and can drag on for a long time.
