Past practice with Tilapia and fields jointly operated with SNPC by other producers in the Republic of the Congo has been for new licences to be granted for five- or ten-year periods following the agreement with the relevant governmental authorities and with SNPC of development and operational plans". If you were to read the press reports about SNPCs internal problems then this could give a clue. It also has debt. The admin doc refers to 5 and 10 year extensions. The IMF has asked the government to clean up its act in particular to oil laws in exchange for a bailout. The above report by AEI says aaog is seeking a 20 year licence renewal (not the usual 5-10 years the way the government previously worked). | zengas | |

He says he called the ministry in his first post on 8th January - his post doesn't remotely give any factual clue re any outcome. The licence runs to 18th July 2020. The government has been told to separate (by the IMF) some roles re snpc and linked to IMF bailout. From AEI 9/1/2018 Anglo African Oil & Gas (AAOG), main shareholder of "Petro Kouilou, owner of the Congolese Tilapia block since 2011, is currently in talks to secure an extension for the licence that has been producing less than 100 bpd since 2007. According to our sources, AAOG shareholder, French businessman Gerard Bourgoin , has been drawing on his friend Denis Gokana's political ties to lobby the Congolese government in favour of the extension. Gokana used to be chairman of SNPC and an advisor to president Denis Sassou Nguesso. AAOG has a title to produce oil on Tilapia until 2020 but Bourgoin would like to extend this for a further 20 years. Bourgoin, who has known the head of State for several decades, directs AAOG through the intermediary of company chairman David Graeme Sefton (former general counsel at the international arm of Lukoil), as well as his daughter Axelle Bourgoin. Several manager founders of the company recently resigned, including Oleg Schkoda, who oversaw the company's drilling operations in the country. Schkoda was replaced by Alain Guiraud (former Halliburton country director in Congo-B), a close friend of Bourgoin. The drilling of a new well to increase production at the site, TLP-103, is expected to begin in early 2018. | zengas | |
