Alstom-Rosatom tie-up could assist Indian nuclear projects

Anil Sasi

Chattanooga (Tennessee), June 28

A tie-up between the Russian state-owned nuclear firm Rosatom and French engineering major Alstom for the Russian market could be leveraged for the upcoming Light Water Reactor-based projects coming up with Russian assistance in India.

Talking about expanding the venture beyond Russia, Alstom Chairman and CEO, Mr Patrick Kron, said the partnership could be taken to the Indian market.

"We can look at the possibility for India," Mr Kron told newspersons, when asked about the likelihood of using the venture formed for developing the conventional island packages for upcoming Russian-assisted nuclear projects in India.

Alstom and JSC Atomenergomash, a unit of Rosatom, came together in 2007 to strike a long-term strategic and industrial partnership to promote the technology for conventional islands associated to nuclear reactor of Russian technology.

The two firms signed a joint venture, named Alstom Atomenergomash LLC, to manufacture the conventional islands of Russian nuclear power plants in mid-2007. The joint venture, in which Atomenergomash holds 51 per cent and Alstom 49 per cent, is located in Podolsk, close to Moscow and manufactures the entire conventional island of nuclear power plants based on Alstom's "Arabelle" half-speed turbine technology.

The partners have together invested €300 million in the form of assets and cash, with the target of reaching a business volume of €1 billion a year.

In India, Russia has cashed in on its first-mover advantage by moving ahead with plans for additional units at the Koodankulam site, where it is in the advanced stages of commissioning the first phase of the same project consisting of two 'VVER-1000' units of 1,000 MWe (Mega Watt electrical) each. It has also got a greenfield site in West Bengal for fresh capacity of 6,000 MW.

Indian plans to scale up its nuclear capacity nearly ten-fold over the next decade has got under way, with the Centre having accorded 'in principle' approval to over 38,000 MWe of new reactor capacity.

Imported Light Water Reactor units ranging from 1,000 MWe to 1,650 MWe from Russia, France and the US would make for over 80 per cent of the envisaged capacity, with indigenous Pressurised Heavy Water Reactors of 700 MWe accounting for the rest.

Alstom: Signs Pact With Transmashholding On EP20 Locomotives
Alstom (EU:ALO)
Intraday Stock Chart
Today : Tuesday 29 June 2010
French power and rail engineering group Alstom SA (ALO) and Russia's largest railway equipment manufacturer Transmashholding, or TMH, Tuesday signed a locomotive supply contract worth EUR450 million for Alstom.

The contract defines how Alstom and TMH will cooperate in a EUR1 billion order for 200 EP20 passenger locomotives awarded a month ago by Russian Railways to TMH, the two companies said in a statement.

Alstom and TMH have teamed up in a global partnership, which includes a 25% stake from Alstom in the holding company of TMH, the statement said.

Production of the locomotives will be carried out by TMH with technical support from Alstom in Novocherkassk, Russia.

Alstom didn't disclose the price of its stake in TMH. But on March 3, Alstom said it had agreed to take a 25% stake in Transmashholding with an initial payment of $75 million. At that time, Chief Executive Patrick Kron also said he expects Alstom could gain a "few hundred million" euros in revenue from a then-unspecified locomotive contract in Russia.

Alstom CEO: Less Interested Now In Tie-Up With Areva
Areva Ci (EU:CEI)
Intraday Stock Chart
Today : Tuesday 22 June 2010
French power engineering and train company Alstom SA (ALO.FR) is less interested than it was in a potential tie-up with nuclear group Areva SA (CEI.FR), Chief Executive Patrick Kron said Tuesday.

"It takes two to tango," Kron told shareholders at Alstom's annual general meeting, adding: "We no longer have so much interest in dancing ourselves."

Over recent years, speculation of a tie-up between the turbine maker and the nuclear engineer has waxed and waned. Kron at times expressed overt interest in a tie-up with Areva.

Alstom recently bought Areva's power transmission business.

Alstom CEO: Weaker Euro A Boost For Company's Competitiveness
Alstom (EU:ALO)
Intraday Stock Chart
Today : Tuesday 22 June 2010
French power engineering and train company Alstom SA (ALO.FR) stands to gain in competitiveness from a weaker euro against the U.S. dollar, Chief Executive Patrick Kron said Tuesday.

A weaker euro is "favorable" for Alstom as it "improves our competitive position over the medium and long term," Kron told shareholders at the company's annual general meeting.

Still, Kron also said the effects of a weaker euro aren't immediate, noting that the company hedges its exposure to raw materials' prices and foreign exchange when it takes on a new contract.

Consortium calls metro bid 'illegal'
Firm didn't face same restrictions
By FRANCOIS SHALOM, The Gazette June 15, 2010 2:02 AM Lawyers for Bombardier Inc. and consortium partner Alstom Canada Inc. invoked the public good yesterday as they argued in court that they should be awarded the rich contract to replace Montreal's metro cars. Eric Mongeau of law firm Stikeman Elliott told Superior Court judge Andre Wery during a special hearing that Quebecers, and particularly Montrealers, "should not be the guinea pigs for the (Societe de transport de Montreal)."

The lawyer for Alstom was arguing that Spanish firm Construcciones y Auxiliar de Ferrocarriles SA (CAF), which has expressed its intention to pursue the deal, should not be considered because it did not go through the same rigorous process that Bombardier and Alstom did.

Mongeau and Bombardier lawyer Jean Bertrand of Ogilvy Renault argued that a Jan. 22 notice by the STM asking for expressions of interest was "illegal" because it did not conform to a 2008 ministerial directive.

Bombardier and Alstom bargained hard for nine months with the STM on assumptions that were far more stringent than the Jan. 22 notice that CAF responded to, they pleaded in court.

CAF lawyers were not present.

Mongeau zeroed in on "one fundamental requirement" which he said should exclude CAF from contention right away: that any firm being considered must have built rubber-wheel metro cars that have been in revenue service for five years and travelled at least 400,000 kilometres.

That stipulation was in the 2008 ministerial directive but not in the STM's Jan. 22 notice, they claim.

"There's no way that (Montrealers) should be the STM's guinea pigs, with all the risks that it entails, including the maintenance of these cars for the next 40 years."

Mongeau said that the $3 billion to $4 billion contract should not be handed to "a neophyte" with unproven technologies.

CAF has built one metro system, in Santiago, but it only began operations late last year.

Mongeau, whose client Alstom is a leader in rail bogey technology -the propulsion -said that "it makes no sense to tell the STM that 'you'll be my guinea pig for my new bogey technology.' "

But CAF argues it has partnered on many subway contracts, including with Bombardier for the Mexico City metro.
