Utility launches fifth SPVP Request for Offers in support of solar energy production

Southern California Edison (SCE) this week launched a Request for Offers (RFO) to obtain renewable electricity from independent power producers as part of its Solar Photovoltaic Program (SPVP).

SCE is seeking approximately 27 megawatts of direct current power based on the economics of the offers in the fifth and final solicitation for the program since it began in 2010. The program’s overall target is 125 megawatts.

This effort supports the development and interconnection of solar projects within the utility’s service territory and is just one of a set of programs used by SCE to acquire power from renewable energy generation. It is designed to encourage energy production from rooftop-mounted solar photovoltaic facilities sized between 1-2 megawatts, but allows for projects from 0.5 to 10 megawatts.

“This fifth round of SPVP procurement continues SCE’s ongoing commitment to provide our customers with emissions-free energy,” said Colin Cushnie, vice president of Energy Procurement & Management for SCE. “We look forward to receiving offers from across our service territory and continuing progress toward California’s Renewables Portfolio Standard goal of delivering 33 percent renewable power by 2020.”

Last year, SCE provided 24 percent of its energy to customers from renewable sources.

An SPVP bidder's web conference is scheduled on July 15 to discuss the RFO process. To attend the web conference and obtain details, participants must register at the SPVP 5 RFO website at scepv.accionpower.com under the “SPVP 5” link. To participate in the RFO, entities must register and submit all documents requested through the RFO website. The site also contains additional offer qualification criteria and participant instructions.

All purchase agreements will be reviewed and become effective after approval by the California Public Utilities Commission. Since its inception in 2010, SCE’s program has been buying energy from solar photovoltaic-generating facilities using a standard power-purchase agreement with a 20-year term.

SCE has about 125,000 rooftop solar systems installed in its territory, totaling more than 1,000 megawatts. Those systems include residential and non-residential installations, as well as some utility-owned projects. One megawatt of solar photovoltaic energy in California can serve about 250 homes.
