Symmetricom, Inc. (NASDAQ: SYMM) today announced its Principal
Technologist for QoE Solutions, Dr. Stefan Winkler is co-chairing, with
VSF Director and AT&T Laboratories’ Lead
Member of Technical Staff, Pierre Costa, a new Video Services
Forum (VSF) activity group that will define Quality of Experience (QoE)
Metrics for Video over IP. The activity group will define QoE metrics
for video streams over IP transport for applications such as monitoring,
troubleshooting, equipment compliance, service verification, etc. The
VSF is made up of more than 50 member

“Given the growing need for comprehensive
measurements that accurately reflect the consumers’
QoE, it is important to address quality issues with the delivered video
service, in particular those related to the video payload and its
effects on transport losses and perceived quality,”
said Symmetricom’s principal technologist,
QoE Solutions, Dr. Stefan Winkler.
In December 2006, the VSF Test and Measurements activity group produced
a report on Recommended Video over IP Metrics, which identifies and
describes metrics required to accurately characterize packet-based
network performance for streaming video transport. The new VSF QoE
Metrics activity group measurements will account for the consumers’
Quality of Experience (QoE). Final recommendations from the group are
expected by year-end 2009.
