The US terminology is different: the sequence is as follows: mechanical completion, pre-commissioning, commissioning, start-up, conduct a performance test run to meet the nominal plant capacity.
The paper gives a concise description of the procedure:

All sound a bit R&D on the hoof...not really finalized a working product, which is slightly worrying, which would indicate they still have design or development issues.

Why ho why does it take British R&D companies forever and a day getting a product to market...they'll miss the boat me thinks, how about farmer EJ...what do the charts say....

As per my post 3492 plant should be operating at full capacity for a few weeks prior to completing commissioning.

The target for ENVIA as per quarterly update on 17 Oct 2016, was for "first inspect product by year end" not full commissioning.

The current share price rise with this volume is not inconsistent to what has happened in earlier years. The market hates uncertainty and lack of action. VLS now have a definite plan to move the company forward aiming for a one stop shop to deliver plants complete from planning to build to financing so it is a completely different prospect to what they may have done in the past.

The continued support of II,s bar Woodford who stated he was moving from Tech to Pharma is a good testament of their confidence in the delivery (finally) of this technology to market. It would seem to make sense to partner with TRI rather than buy a company as per the previous failed attempt. The shares appear to be pretty tightly held by II's RA and LTH so please anyone with doubts sell up I would like some more at a lower price

The media BRR cast shows a troublesome statement: "Engineering design underway for a BLT plant to produce renewable diesel and jet fuel from woody biomass." Are they again going to duplicate what they did with Red Rock Biofuels? Look back at the announcements related to that collaboration and you will see that the engineering for that BLT was done years ago...

In addition, Pummell mentions that "TRI's technology was selected for and deployed at various commercial projects in North America" but only one was mentioned in his webcast and on TRI's website. In addition the Norampac plant was started in 2007! Where are the others?

gac141: it sounds like you are contaminated by Trump's alternative facts...My optimistic calculation of Velocys cash position shows that they will run out of money by the end of the 2nd quarter. The $9M loan will dissipate quickly as the commissioning/startup phase is getting longer and longer, so that they will have to continue to fund ENVIA because none of the other JV partners is putting in funds. I welcome of course the runup of the share price but the future is still uncertain with an empty order book. MOUs are no substitute for orders...

It all sounds good and positive and very welcome - I am still bemused about our core offering, so to speak? - 'Small scale GTL' - If our market focus has changed then someone should tell us - partnerships are fine, but dependence on an-others to deliver to the market seems a new twist to me? - Like others I was attracted to the 'well proven' technology back in the BA days.- It now seems that the time is not 'now' but tomorrow still - I can live with that, it happens, but someone somewhere in all of this needs to level with the shareholders and in particular the 'small scale shareholders'.

There were some nice snippets in that BRR media cast about who's funding the costs. Nice play there.

We are definitely putting the best minds together to form substantial collective knowledge. It also erodes competition and will make us more profitable. I am very excited with the prospects to come.

Gac141: no doubt the Velocys crew is working hard but we want the Velocys management to communicate much more frequently.

Hate to rain on the parade but this has all the signs of market price manipulation to try to get a secondary off at higher prices. They are issuing press releases and webcasts about non binding MOUs

You definitely cannot please them all..............................

oh yes....the share price is up...just thought I'd mention it....

I think a raise is less likely now than before. Even if they do, it won't be till later in the year. I am expecting the share price to be significantly higher by then together with the prospects!

Let's see if we get some US buying this afternoon....

One thing that we have not seen yet is anyone building another large stake. RA will not buy more in my opinion as he has 29.5% as is seen as friendly. I think this is backed up by the fact he did not make a move when the share price was high 20's and he stopped short.

Is anyone else building??? Time will tell.

They will need a raise at some point, they stated in the strategic review that they will "Selectively inject early capital". However I do not think it will be imminent as they also stated they "Will pursue options for early repayment (of the £9M loan) once plant operational". and I reckon they should have enough cash to keep them going for a while yet without the repayment.

A raise after they have delivered a commercial plant will be a completely different ball game anyway than before. Also, with the change to UK RTFO due in April (as far as I know), once there is commercial delivery on ENVIA there is a lot to look forward to.

Re the MOU,s if they didn't announce them some would be complaining that they are not keeping us updated so I guess with some they can't win either way.

Melktest makes some fair points I think. You never seem to get a clear picture here.
Certainly anyone who was invested in OCG is now involved in something completely different. That to be seemed to be a great model.
There has never been any explanation as to why the previous ceo left -very mysterious.
The MOUs are clearly good news and will hopefully lead to something more tangible- (I could have a MOU to meet you in the pub in three hours).
Until the company starts generating cash or categorically states that it has sufficient resource not to need another raise then you just can't be sure.
That said the mood music seems better than last year.

Hate to rain on the parade but this has all the signs of market price manipulation to try to get a secondary off at higher prices. They are issuing press releases and webcasts about non binding MOUs. No company I have ever followed has done tha, ever. In the meantime there has been NOTHING on the sole plant in the company,. They are clearly so desperate for good news that non-binding pieces of paper are broadcast. With this as the bar to get over to merit a press release, if they had started up, introduced hydrocarbon, commissioned the FT, etc. they would be shouting it from the rooftops. You have all gotten mana from heaven in the form of a 150 pct increase in stock price with no concrete news, the only real news being that 4 months after completing construction on envia they are pretending like it doesn't exist. And yet people are now using the stock price'a unjustified move upwards as a reason to buy. One's born every minute...
