The Topix has fallen on all but two days since Jan. 18, reducing the average price of stocks in the index to 1.1 times book value from a four-month high of 1.2 times. That compares with 2.1 times for the Standard & Poor's 500 Index in the U.S. and 1.6 times for the Dow Jones Stoxx 600 Index in Europe.

Deflation - defined as a decline in the prices of goods and services - is back in Japan as it struggles to shake off the effects of its worst recession since World War II.

While prices have fallen elsewhere during the global economic crisis, deflation has been the most persistent here: consumer prices among industrialized economies rose by a robust 1.3 percent in the year to November, but fell 1.9 percent in Japan.

Unemployment remains near record highs, and wages are falling. Mounting public debt is also a problem, causing Standard & Poor's on Tuesday to cut its outlook for Japan's sovereign rating for the first time since 2002.
