Government plans are an investment opportunity, says Andrew Griffiths

Forthcoming share issues

SPENDING on social housing is set to more than double to £4 billion a year with the aim of improving local authority stock to what the Government calls "a decent standard".
Last year's announcement of a boost in the housing budget should benefit businesses involved in this market, but one of the biggest winners could be the consultants. One of them, HACAS, is among the top social housing consultancies in the country. Founded in 1978, it works for both sides of the industry - local authorities and housing associations on the one hand, and lenders, regulators, suppliers and government departments on the other.

Housing associations are usually run by volunteers and often require expert technical advice. Local councils need outside help on complex issues such as the transfer, improvement and funding of housing stock from the public to the private sector.

HACAS has about 500 housing association regular clients and advises 120 local councils, including Birmingham, one of the largest local authorities in the country. Last July, the company improved its penetration in the sector by acquiring Chapman Hendy Associates for £2.3 million. Chapman Hendy added more than 100 consultants to the group's books along with five regional offices.

The merger is likely to result in annual fee income in excess of £10 million compared with £6 million for HACAS alone in its last financial year ending in September. During that period the company made pre-tax profits of £1.4 million.

The opportunity for HACAS has become much greater as a result of the Government's plans to transfer up to 200,000 homes a year to social landlords from local councils. This will be combined with the allocation of funds of about £1 billion through private finance initiative schemes, the Housing Corporation and a new Starter Home initiative all intended to function within central Government's best value approach to spending.

The proliferation of schemes means that the market is becoming much more complicated, resulting in strong demand for consultancy services. At 105p the company is valued at £30 million, and the shares are trading on a forecast price/earnings multiple of 25 times earnings for the year to this September.

This puts them on a premium rating but, change of government aside, the long-term aim of ensuring the nation's complete stock of public housing is up to scratch by 2010 should ensure that HACAS has plenty of work ahead.

With income underwritten by public authorities and government and the big spending plans, the group has significant defensive qualities, making it an attractive long-term investment.
