Snippets from the Bain report...
Which paints a compelling picture of a fire service designed not for the 1990s or even the 1960s but for the period before the second world war. The guidelines on fire cover date from a 1936 committee that investigated how to deal with city firestorms caused by enemy bombing....

...the "constant crewing" requirement has as many firefighters on duty at 5am as during the evening when there are four times as many fires....

.....Making change is almost impossible, thanks to the Grey Book, the fire service's national conditions of service. Locally proposed changes can be challenged through a disputes procedure that usually means they go nowhere fast. Moving a fire engine or opening a new station to reflect population movements can take years......

...Bain sticks to the provisional finding that there is no case for a rise either on comparability grounds or for recruitment and retention. The review continues to recommend 11 per cent over two years, mostly conditional on agreement to the complete reform package. This includes in effect ending the watch system inherited from the navy, which has created a "closed culture" resistant to diversity and is the reason why most firefighters are white men.
...

...Perhaps more difficult for firefighters will be the recommended overhaul of a costly pension scheme that promotes early retirement. This is a hangover from an era when the lack of breathing apparatus led to serious ill-health.

...The union, whose reckless militancy helped highlight the archaic nature of the fire service, should encourage members to accept modernisation. If firefighters continue to hold out for even their scaled-down 16 per cent claim, new terms and conditions should be imposed without delay....

I think you're hoping to sneak in on the blindside whilst Tony the Terrible is battling Iraq?

First 24HR Strike as only getting a 4% pay rise, next week.
Followed by two more afterwards. Reserves and troops now contentrated on the Gulf preparations. Took the government by surprise...

Clever timing Gilchrist. Clever timing.... I like your style... You could be a much better James Bond villan than scaramonger. But who will save your fuffy white cat?

Bradwell,
You posted your thread at 3 oclock in the morning - (when everyone apart from night shift workers are sleeping) - give the staff at Argos my best wishes.
Now stop boring everyone and let us normal people get on with our festive shopping - (hope theres some cd players left in Argos - you must warn us about what shortages are expected).

- excuse the quad post - though it may be worth reading four times it was really due to ADVFNs sticky server. Now deleted.
