The authorities should investigate fully. they are the regulators and should find out what has been going on. They have the power to bring criminal proceedings if needed. small shareholders are at a huge dissadvantage all round. we need to talk to the FSA and complain if they are not already on the case.

Personally havent got a large enough holding to justify forming and administering a Share holders action group. However would be happy to join and assist if necessary.
Any PI with a large holding and available time would be wise imho to enquire as to the legal proceedings required for a full investigation.
