Interim Determination of Price Limits


On 14 December 2007, the water industry financial regulator, Ofwat, announced
its final decision on the application made by the Group's operating company, Dee
Valley Water, for a review of prices.


Ofwat has determined that the maximum price limit that Dee Valley Water can
apply should increase from 0.6% to 5.0% in the charging year 2008/09 and from -
0.7% to 1.3% in the charging year 2009/10. The increase in revenue arising from
the new price limits amounts to approximately £830,000 in 2008/09 and £1,260,000
in the following year.

Note

Dee Valley Water applied to Ofwat for an interim review of prices on 12
September. The application was in respect of significant additional costs that
were not taken account of in price limits set at the Periodic Review in 2004.

'LONDON (Thomson Financial) - Shares in Dee Valley Group PLC were higher midmorning after Ofwat's drafts response to Dee Valley Water's application for a review of prices, with Landsbanki reiterating its 'buy' stance and raising its price target 2.5 pct to 1,294 pence.' ................

Dee Valley Group plc (the "Group")

On 5 November, the water industry financial regulator (Ofwat) announced its
draft decision on the application for a review of prices by the Group's
operating company, Dee Valley Water. Ofwat has proposed that the maximum price
limit will rise from 0.6% to 4.0% in 2008/09 and from -0.7% to -0.4% in 2009/10.
The increase in revenue would amount to approximately #640,000 in 2008/09 and
#718,000 in 2009/10.

Dee Valley Water will consider the draft price limits and respond to Ofwat by 16
November. Final price limits will be announced no later than 14 December.

Note:

Dee Valley Water applied to Ofwat for an interim review of prices on 12
September. The application was in respect of significant new costs that were not
taken account of in price limits at the 2004 price review because the costs were
not known at that time or were too uncertain.

Dee Valley applies to Ofwat for interim determination of prices UPDATE

LONDON (Thomson Financial) - Dee Valley Group PLC said it has applied to the
water industry's financial regulator, Ofwat, for an interim determination of
prices.
The provider of water services said Ofwat will announce its determination on
the company's application no later than Dec 14.
The company said any changes to the prices from this application will be
effective from April 1, 2008.
Dee Valley said the application has been triggered by increases in costs,
due to a number of customers switching from unmeasured to measured charges and
increases in the level of bad debts and the cost of debt collection.
Additionally, the increase in charges paid to the Environment Agency for the
abstraction of raw water and discharge of effluent, as well as new legal
obligations related to the safety of the operating assets, also led to
increasing costs, the company said.

It does look grim and probably will until Ofwat's announcement in December. I would be surprised if Ofwat are too tough as DVW still need to be able to attract investors for capital works and make profits to pay for bad debtors and environment and EU regulatory related costs. Water being possibly the most regu;ated industry and Dee Valley being one of the smallest.
