As we know the Professor has disclosed his shareholding and all the Major Holders are listed below (I have excluded all the Nominee Companies like Barclays & Hargreaves as all Private Investors could hold their shareholding with them)

EUFINGEST S.A. 27.18%
LUKE JOHNSON 8.63%
TMS-EKAB SRL 3.8%
Professor 1.76%

Let us assume for arguments sake that Alfredo Villa still retains his original holding of 28,279,039 which would amount to 9.76% then the total of all the above comes to 49.37%

Eufingest needs no explanation as to why they retain their shareholding but they first appeared on the Shareholders Register in 2013 with over 56 million shares which cost about £1.2 million.

Eufingest have almost 79 million shares now. At yesterdays closing price of 0.75 their 79 million are only worth £592K so you can see why they are not selling.

Luke Johnson has held his stake from 2012 and is not prepared to sell as his cost was above 5p

TMS-EKAB SRL is an Italian Private Company and first appeared on the Shareholder Register in 2012 at the same time as Luke Johnson, again their cost was above 5p

If Alfredo Villa ‘who disposed of all of his shares in 2016’ had passed them to a ‘partner’; he would still have a beneficial interest in the shares and he would not be prepared to let his ‘partner’; sell below £0.25p or he/she would incur a loss.

What does all this mean? I think there is a very good reason why the BOD are not issuing more shares to fund the company as between them they almost control 50% of the company, the BOD could accept an offer from Eufingest or from a third party and Eufingest would support it.

Can buy 500,000 at 0.79 but only NT for 1m. Looks like you will get more than 0.82 within a few days from the mm's.
