24/10/2013 14:13 | Proposed change to law regarding subsoil licences and auctions. Not sure if it only applies to new licenses. Special permits for subsoil use will be replaced with either production sharing agreements or concession agreements. More competitive process for auctions. More clarity regarding which department of state the contract is with to reduce the chance of confusing legal challenges to the validity of the licence. www.minprom.ua/diges | stonefold

08/10/2013 09:37 | From hxxp://www.nrcu.gov. Eni, Cadogan to study environmental state of shale gas deposits in Volyn region 04-10-2013 14:59 Zakhidgazinvest LLC (Ivano-Frankivsk region, the shareholders of which are Italy's Eni and UK company Cadogan) will examine the environmental state of areas for shale gas exploration, the press service of Volyn Regional State Administration has said. During the first phase, Zakhidgazinvest intends to explore the area in Ivanychi district. "With good organization and proper preparation, the work on the exploration of shale gas deposits could begin in the summer of 2014," said the administration. As reported, in early October 2012 Cadogan Petroleum Plc and Nadra Ukrainy closed a deal for the sale to Eni S.p.A. of a 50.01% stake in Zakhidgazinvest LLC (Ivano-Frankivsk region). After the transaction, Cadogan retained a 15% stake in the company. Zakhidgazinvest has licenses for the development of nine shale gas deposits in western Ukraine with a total area of 3,800 square kilometers, which are the extension of Polish-based Lublin basin. According to the State Service of Geology and Mineral Resources of Ukraine, Eni provided the authority with an exploration program for 2012-2015 with a total value of $55 million. It is planned within the program to implement four exploration clusters, in each of which the technology of vertical and horizontal drilling and hydraulic fracturing will be applied. | edubs

03/10/2013 17:41 | Looking over the 1/2 yearly report in the balance sheet section has $1.7m receivable from OAGSG So the loan has been activated. ========= And today a bit from WGI www.kmu.gov.ua/contr ================== O/T Chevron Oleska shale PSA saga continues - the agreement signing is about nine months overdue. Central government are supportive. And on the second attempt last month Ivano-Frankivsk regional council voted to approve it. That just leaves approval from Lviv regional council who were due to vote on it today but: www.interfax.co.uk/u "Lviv, October 3 (Interfax-Ukraine) Members of the Svoboda Party faction of Lviv Regional Council blocked the rostrum at the regional council on Thursday. Svoboda deputy Yosyp Sytnyk stated from the rostrum that the party demanded that a representative of Chevron appear at the regional council and comment on recent claims alleging that Svoboda had demanded a bribe from Chevron for "easy approval of the production sharing agreement (PSA) by the regional council." Svoboda faction members surrounded the presidium and the rostrum at the session hall and ignored those of their colleagues who asked them to calm down and proceed with the meeting. Earlier, the Express newspaper in Lviv reported that Svoboda had allegedly demanded $450 million from Chevron for the approval of the draft PSA on shale gas extraction. In turn, Svoboda made a statement refuting the report and said that it was going to sue the newspaper." edit--------- Later in the day it was voted through. hxxp://www.energy-pe "A second regional council in Ukraine on Thursday approved a government draft for a $10 billion shale gas production-sharing agreement with U.S. energy major Chevron , clearing the way for it to be signed. Deputies in Lviv region voted by 66-to-3 in favour of the draft, which calls for shale exploration in the Olesska field...." ========== So that is a belated but reasonable marjority thumbs up for shale exploration in the west for Chevron - hopefully official clarification of the WGI status will follow soon. | stonefold
